燃油不可獲得報告（FuelOilNon-AvailabilityReport,FONAR）環保會73屆會議批準的《統一實施MARPOL附則VI關于0.50%硫含量限制的船舶實施計劃的制定導則》（MEPC.1/Circ.878通函）首次提出了燃油不可獲得報告（FONAR），并在《2019統一實施MARPOL附則VI0.50%燃油硫含量限值指南》（MEPC.320(74)決議）確定了標準格式。使用FONAR如果船舶無法獲得符合《防污染公約》附則VI第14.1或14.4條規定的燃油，則應使用本報告提供證據。包括以下情況：1、預定加油港無法購買到符合《防污染公約》附則VI第14.1或14.4條規定的燃油；2、預定加油港無法購買到船上使用安全的符合燃油，船舶不得不加裝并使用不合規燃油；3、2020年1月1日船上存儲有0.50%燃油硫含量以上的燃油；4、其他：如因機械故障、設備失效等原因導致船舶不得不使用不符合規定的燃油，等。出具FONAR1、填寫附件1的燃油不可獲得報告（FONAR）；2、提供證據，說明為取得符合規定的燃油所作的努力，包括對當地替代來源所作的努力。SendofFONAR提交FONARThereportshallbesentassoonasitisdeterminedthattheship/operatorwillbeunabletoprocurecompliantfueloilandpreferablybeforetheshipleavestheport/terminalwherecompliantfuelcannotbeobtained.船舶/公司應在確定或意識到它將無法采購和使用符合規定的燃油時，且最好在船離開不能獲得燃油的港口/碼頭前向船舶的船旗國和相關目的地港口的主管當局提交燃油不可獲得報告（FONAR）。KeepingofFONAR保存FONARAcopyoftheFONARshouldbekeptonboardforinspectionforatleast36months.燃油不可獲得報告（FONAR）的副本應保存在船上至少36個月，以供檢查。Specialattentions特別關注BeforefilingaFONAR,thefollowingshouldbeobservedbytheship/operator:在提交燃油不可獲得報告（FONAR）前，船舶/營運人須關注:1.Afueloilnon-availabilityreportisnotanexemption.Accordingtoregulation18.2ofMARPOLAnnexVI,itistheresponsibilityofthePartyofthedestinationport,throughitscompetentauthority,toscrutinizetheinformationprovidedandtakeaction,asappropriate.1.燃油不可獲得報告（FONAR）也不例外，根據《防污染公約》附則VI第18.2條，目的港方面有責任通過其主管當局審查所提供的資料，并酌情采取行動；2.Inthecaseofinsufficientlysupportedand/orrepeatedclaimsofnon-availability,thePartymayrequireadditionaldocumentationandsubstantiationoffueloilnon-availabilityclaims.Theship/operatormayalsobesubjecttomoreextensiveinspectionsorexaminationswhileinport.2.在證據不足和(或)一再提出無法獲取符合規定的燃油的情況下，主管當局可要求提供更多的文件和證明無法獲取符合規定的燃油的情況。船舶/營運人在港口也可能受到更廣泛的檢查或試驗；3.Ships/operatorsareexpectedtotakeintoaccountlogisticalconditionsand/orterminal/portpolicieswhenplanningbunkering,includingbutnotlimitedtohavingtochangeberthoranchorwithinaportorterminalinordertoobtaincompliantfuel.3.船舶/操作人員在規劃加油時，應考慮到物流條件和/或碼頭/港口規定，包括但不限于為了獲得符合規定的燃料而必須在港口或碼頭內更換泊位或錨泊；4.Ships/operatorsareexpectedtoprepareasfarasreasonablypracticabletobeabletooperateoncompliantfueloils.Thiscouldinclude,butisnotlimitedto,fueloilswithdifferentviscosityanddifferentsulphurcontentnotexceedingregulatoryrequirements(requiringdifferentlubeoils)aswellasrequiringheatingand/orothertreatmentonboard.4.船舶/營運人須在合理可行的范圍內，準備使用符合規定的燃油。這包括但不限于不同粘度和不同含硫量的燃料油不超過規定要求(需要不同的潤滑油)，以及需要在船上加熱和/或其他處理。
