4、13）、基費、解算系統（14）、安全加密/身份識別、認證系統綜合智能交通電子信息系統標準化工作組標準化工作總結匯報：1、收集整理標準化體系2、制定相關行業標準3、推動產業發展綜合智能交通電子信息系統標準化工作組遵循以下原則： （1）、積極采用國外先進標準，緊跟ETC國際標準的情況和發展趨勢，把國際標準和國外先進標準同我國現行標準進行對比，選出符合國情的ETC相關技術標準并進行采用。（2）、把國內外的科技成果用標準的形式固定下來，按標準組織科研、生產，在生產中推廣應用。 （3）、充分考慮我國經濟發展的水平和承受能力，合理規劃我國電子車牌和不停車收費系統的發展。 （4）、根據智能交通系統對DSRC

5、提出的要求，考慮被動式ETC系統向主動式的平穩過渡，為智能交通系統提供高速短程通信鏈路。 （5）、考慮開放性和兼容性，制定的標準必須有眾多的廠商支持，而且各廠商之間的卡和讀寫設備相互兼容。 （6）、為適應高速公路聯網收費的要求，ETC設備的接口應符合高速公路聯網收費的有關規定和標準，并且支持車載單元（OBU）使用雙片式IC卡。（7）、為滿足車籍管理等方面的需要，合理制定電子車牌的存儲格式和通信協議。（8）、與公安部、交通部、建設部等有關部門大力協作，共同完成本標準的制定工作，確保標準的實用性。 綜合智能交通電子信息系統標準化工作組ETC方面的應用標準：國標標準化組織（ISO）標準：ISO/TR
