1、21世紀,知識與人才在經濟發展屮占的比例越來越大,人力資源已經成為對區域經濟 發展貢獻值最高的因素。在我國大力提倡可持續發展的背景下,各地對人力資源出現從未有 過的重視。而這樣的做法也得到了立竿見影的回報,經濟增長與在人力資源反血的投入成明 顯正比關系。在這種良性循環的發展中,我國的人力資源與區域經濟發展越來越相得益彰。一、人力資源對區域經濟的巨大貢獻“科學技術是第一生產力”由一句鏡花水月的空話,短短幾十年間變成了實在的經濟增 長秘訣,人力資源的合理應用對我國近年來的經濟高速發展做出了不可磨滅的貢獻。各地區 改革發展方式,將人力資源作為促進經濟發展的重要環節之后,紛紛嘗到甜頭,開始大規模 調整
2、對人才的培養、吸引與利用方式。人力資源對區域經濟的推動作用是毋庸置疑的,筆者 認為這種推動作用主要表現在以下三個方面:一是創新高精尖技術。作為企業運營的秘訣, 絕對的掌握高精尖技術,通過技術壟斷實現市場壟斷的方法是經久不衰的。而壟斷技術的前 提就是要得到掌握技術的人力資源。因此人力資源對區域經濟發展的貢獻首先體現在對高精 尖技術的掌握。通過技術研發推出高科技產品,從而促進經濟發展。其次是掌握專業技術。據相關數據統計,我國高級技工人才每年短缺達數十萬之重。掌 握了高級技工人才就能夠制造出高質量的產品。通過產品質量的對比,在市場競爭中擊敗競 爭對手,獲得利潤。這種掌握專業技術的人力資源對區域經濟發
3、展的推動,早期并不被各地 所重視。各地方政府往往以爭奪高精尖技術人才為首要冃的。近年來,隨著專業技術人才的 逐漸緊缺,地方政府才開始轉變觀念,培養掌握專業技術的人力資源。第三是對人力資源的培養。教育是培養高質量人力資源最有效的途徑。因此,各地對人 力資源的培養從未放松。這種利用本地人力資源“自培養”的方式周期短、資耗低,見效快。 所以某種程度上將抓住了教育性人力資源就保證了人力資源的持續性,對人力資源素質的不 斷提升與區域經濟的長遠持續發展具有十分重要的意義。二、人力資源與區域經濟發展的協調性隨著世界經濟發展模式的轉變,單一利用資源發展經濟的時代早己一去不復返。僅就我 國的現狀來看,人口眾多、
4、資源稀少是我國經濟發展的短板。但如果能夠合理的利用我國的 人口優勢,那么人口優勢就會變成人力資源的優勢,進而轉化為經濟發展的動力。在區域經 濟發展中,以河南為例,河南地處我國中原地區,省內土地面積16.7萬平方公里,土地資 源并不占優勢,但河南卻是中國人口大省,2014全國總人口數量13億6072萬,河南人口 數量約一億,世界上沒有幾個大國的人口能與之相比。如何進行長遠規劃,并實現地區經濟 的可持續發展,利用好省內約一億的人口,將人口優勢變為人力資源優勢也就成了非常關鍵 的問題。通過對gdp常數,專業技術人員占工作人員的比例做ols冋歸性分析,得出dw 值,dw值說明gdp的值與專業技術人員占
5、工作人員的比例有著直接的關系。也就是說,提 高專業技術人員在從業人員屮的比例對gdp的增加有著直接的關系??梢哉f要保證區域經 濟的增長,就必須要保證專業技術人員的數量。同樣,我們不難得出結論,在經濟出現增長, 對人力資源培養的投入增加以后必然會導致高精尖人才與專業技術人員的增加。這反過來又 會對區域經濟的發展產生促進作用。由上面的分析我們可以看到,人力資源與區域經濟的發 展有著很強的相互促進作用,可謂存續相依,不可分割。這就是人力資源與區域經濟發展協 調性最好的證明。三、區域經濟發展與人力資源培養的政策建議針對人力資源與區域經濟發展存在的協調性關系,以區域經濟健康良好發展為基礎,以 培養人才促
6、進經濟長效發展為目標,本文對區域經濟與人力資源培養提出以下兒點政策建 議:1、注重本地高校人力資源的培養與利用,提高人力資源數量與質量。以河南省為例, 擁有的全國知名大學較少,要大力推進高校發展。這些高校是本區域人力資源培養的重要基 地與教育基礎。政府應當完善人才培養機制,均衡人才就業機會,為本區域自培養的人力資 源創造合適的就業崗位,減少人力資源流失。高校也應根據區域人力資源需求,合理調整教 學內容,使人力資源能夠在本地區的經濟發展中一展所長。2、加快吸引外來人力資源。人力資源長效戰略的形成,僅靠本地人力資源的培養還遠 遠不夠。受區域限制、學科限制、平臺限制等,本地區的人力資源開發不可能滿足
7、區域經濟 的發展,因此必須要加強對外來人力資源的吸引,重視高端人才的引進。而加快區域經濟發 展,提供良好的就業發展平臺是吸引外來人力資源的根本途徑。政府應當大力發展科技、教 育、文化、衛生等各項事業,為外來人才提供發揮才能的機會,才能有利于優秀人才的集聚 與脫穎而出。同時,還要加強人力資源的管理,深化人事制度的改革。各地區人力資源匯集 必然對管理帶來很大的壓力。在學習先進的人力資源管理模式之外,人力資源管理模式還要 與本地區的經濟發展相匹配,才能真正做到人力資源人盡其才。3、加快第二、三產業發展。傳統重工業為主的第一產業主要依靠資本投入作為產能增長與利潤提高的方式。而二、三產業的發展則主要依靠
8、人力資源優勢。而第一產業的高能耗、 低輸出、高污染等問題日益凸顯,加大了各地政府縮減第一產業的決心。在我國產業結構轉 型的關鍵時期,要把握發展關鍵,加快培養專業技術人才。各地區政府也要加快調整產業結 構布局,增加二、三產業比重,為優秀的人力資源提供更多的就業崗位。4、注重人力資源合理分配。人力資源合理分配是關系著區域經濟協調平衡發展的關鍵問題。就我國情況 來看,各地區普遍存在農村基礎設施建設滯后,環境艱苦,就業崗位少等問題,這些問題極 大地制約了區域經濟發展與人力資源的僅僅。近年來隨著城鎮化建設的不斷推進,農村經濟 發展出現快速提高,第三產業迅猛發展,對各種專業技術人才需求暈很大。政府在政策制
9、定 過程屮,要充分考慮到產業結構布局調整與農村專業技術人才缺口問題。政府應當建立長效 機制,對經濟發展相對落后的地區適當幫扶,也可開設相關專技領域的“扶持計劃項目”, 制定有利于農村產業結構調整與人力資源引進的政策機制。四、結語人力資源的培養是關系到各地區域經濟發展的關鍵問題。加快推動人力資源培養計劃, 調整產業結構布局是未來我國各區域經濟發展的出發點與落腳點。由于人力資源與區域經濟 發展之間有十分緊密的關系,因此,政府在制定政策時應當正確認識二者之間的辯證關系, 做好統籌,加強對木地區人力資源與外來優秀人才的管理與利用。加快發展第三產業,為優 秀人才提供施展才能的平臺。同時,要注重區域經濟平
