Americanuniversitiesareacceptingmoreminoritiesthanever.Graduating
themisanothermatter.
BarryMills,thepresidentofBowdoinCollege,wasjustifiablyproudof
Bowdoin'seffortstorecruitminoritystudents.Sincethesmall,eliteliberalarts
schoolinBrunswick,Maine,hasboostedtheproportionofso-called
under-representedminoritystudentsinenteringfreshmanclassesfrom8%to13%.
"Itisourresponsibilitytoreachoutandattractstudentstocometoourkindsof
places,"hetoldaNEWSWEEKreporter.ButBowdoinhasnotdonequiteaswell
whenitcomestoactuallygraduatingminorities.While9outof10whitestudents
routinelygettheirdiplomaswithinsixyears,only7outof10blackstudentsmadeit
tograduationdayinseveralrecentclasses.
"Ifyoulookatwhoenterscollege,itnowlookslikeAmerica,"saysHilary
Pennington,directorofpostsecondaryprogramsfortheBill&MelindaGates
Foundation,whichhascloselystudiedenrollmentpatternsinhighereducation.
"Butifyoulookatwhowalksacrossthestageforadiploma,it'sstilllargelythe
white,upper-incomepopulation."
TheUnitedStatesoncehadthehighestgraduationrateofanynation.Nowit
stands10th.ForthefirsttimeinAmericanhistory,thereistheriskthattherising
generationwillbelesswelleducatedthanthepreviousone.Thegraduationrate
among25-to34-year-oldsisnobetterthantherateforthe55-to64-year-olds
whoweregoingtocollegemorethan30yearsago.Studiesshowthatmoreand
morepoorandnon-whitestudentswanttograduatefromcollege-buttheir
graduationratesfallfarshortoftheirdreams.Thegraduationratesforblacks,
Latinos,andNativeAmericanslagfarbehindthegraduationratesforwhitesand
Asians.AstheminoritypopulationgrowsintheUnitedStates,lowcollege
graduationratesbecomeathreattonationalprosperity.
Theproblemispronouncedatpublicuniversities.In
theUniversityof
Wisconsin-Madison-oneofthetopfiveorsoprestigiouspublicuniversities-
graduated81%ofitswhitestudentswithinsixyears,butonly56%ofitsblacks.At
less-selectivestateschools,thenumbersgetworse.Duringthesametimeframe,the
UniversityofNorthernIowagraduated67%ofitswhitestudents,butonly39%of
itsblacks.Communitycollegeshavelowgraduationratesgenerally-but
rock-bottomratesforminorities.ArecentreviewofCaliforniacommunitycolleges
foundthatwhileathirdoftheAsianstudentspickeduptheirdegrees,only15%of
African-Americansdidsoaswell.
Privatecollegesanduniversitiesgenerallydobetter,partlybecausetheyoffer
smallerclassesandmorepersonalattention.Butwhenitcomestoasignificant
graduationgap,Bowdoinhascompany.NearbyColbyCollegeloggedan18-point
differencebetweenwhiteandblackgraduatesin
and25pointsin.Middlebury
CollegeinVermont,anothertopschool,hada19-pointgapinanda22-point
gapin.Themostselectiveprivateschools-Harvard,Yale,andPrinceton-show
almostnogapbetweenblackandwhitegraduationrates.Butthatmayhavemore
todowiththeirabilitytoselectthebeststudents.Accordingtodatagatheredby
HarvardLawSchoolprofessorLaniGuinier,themostselectiveschoolsaremore
likelytochooseblackswhohaveatleastoneimmigrantparentfromAfricaorthe
CaribbeanthanblackstudentswhoaredescendantsofAmericanslaves.
"Highereducationhasbeenabletoduckthisissueforyears,particularlythemore
selectiveschools,bysayingtheresponsibilityisontheindividualstudent,"says
PenningtonoftheGatesFoundation."Iftheyfail,it'stheirfault."Somecriticsblame
affirmativeaction-studentsadmittedwithlowertestscoresandgradesfromshaky
highschoolsoftenstruggleateliteschools.Butabiggerproblemmaybethatpoor
highschoolsoftensendtheirstudentstocollegesforwhichtheyare"undermatched":
theycouldgetintomoreelite,richerschools,butinsteadgotocommunitycolleges
andlow-ratedstateschoolsthatlacktheresourcestohelpthem.Someschoolsout
forprofitcynicallyincreasetuitionsandcountonstudentloansandfederalaidto
footthebill-knowingfullwellthatthestudentswon'tmakeit."Theschoolkeepsthe
money,butthekidleaveswithloadsofdebtandnodegreeandnoabilitytogetabetter
job.Collegesarenotholdinguptheirend,"saysAmyWilkinsoftheEducation
Trust.
Acollegeeducationisgettingevermoreexpensive.Since1982tuitionshave
beenrisingatroughlytwicetherateofinflation.Inthenetcostofattendinga
four-yearpublicuniversity-afterfinancialaid-equaled28%ofmedian(中間旳)
familyincome,whileafour-yearprivateuniversitycost76%ofmedianfamily
income.Moreandmorescholarshipsarebasedonmerit,notneed.Poorerstudentsare
notalwaysthebest-informedconsumers.Oftentheywindupdeeplyindebtorsimply
unabletopayafterayearortwoandmustdropout.
Thereoncewasatimewhenuniversitiestookprideintheirdropoutrates.
Professorswouldbegintheyearbysaying,"Looktotherightandlooktotheleft.One
ofyouisnotgoingtobeherebytheendoftheyear."ButsuchaDarwinianspiritis
beginningtogivewayasatleastafewcollegesfaceuptothegraduationgap.Atthe
UniversityofWisconsin-Madison,thegaphasbeenroughlyhalvedoverthelastthree
years.Theuniversityhaspouredresourcesintopeercounselingtohelpstudentsfrom
inner-cityschoolsadjusttotherigor(
嚴(yán)格規(guī)定)andfasterpaceofauniversityclassroom
-andalsotohelpminoritystudentsovercomethestereotypethattheyareless
qualified.Wisconsinhasa"laserlikefocus"onbuildingupstudentskillsinthefirst
threemonths,accordingtoviceprovost(教務(wù)長)DamonWilliams.
Stateandfederalgovernmentscouldsharpenthatfocuseverywherebybroadly
publishingminoritygraduationrates.ForyearsprivatecollegessuchasPrincetonand
MIThavehadsuccessbringingminoritiesontocampusinthesummerbeforefreshman
yeartogivethemsomepreparatorycourses.Thenewertrendistostartrecruitingpoor
andnon-whitestudentsasearlyastheseventhgrade,usinginnovativetoolsto
identifykidswithsophisticatedverbalskills.Suchprogramscanbeexpensive,of
course,butcheapcomparedwiththemillionsalreadyinvestedinscholarshipsandgrants
forkidswhohavelittlechancetograduatewithoutspecialsupport.
Witheffortandmoney,thegraduationgapcanbeclosed.WashingtonandLeeis
asmall,selectiveschoolinLexington,Va.Itsstudentbodyislessthan5%blackand
lessthan2%Latino.Whiletheschoolusuallygraduatedabout90%ofitswhites,the
graduationrateofitsblacksandLatinoshaddippedto63%by."Wewentthrougha
dramaticshift,"saysDawnWatkins,thevicepresidentforstudentaffairs.Theschool
aggressivelypushedmentoring(輔導(dǎo))ofminoritiesbyotherstudentsand"partnering"
withparentsataspecial
