FOREWORD

1.本維護保養計劃系根據1974年SOLAS公約第II-2章規則14及第川章規

則20和海事委員會通報第850號制訂。

Thismaintenanceandinspectionplanwasdevelopedaccordingtothe

requirementofReg.11-2/14andReg.lll/20ofSOLAS1974andMSC

Circular850.

2.三副或船長指派的駕駛員應負責保管本計劃，以便供主管當局檢查。

The3/0ordeckofficerassignedbythemastertakesfullresponsibilityof

keepingtheplanreadilyavailableforauthorityinspection.

3.三副或船長指派的駕駛員應負責本計劃所描述的按時逐項檢查LSA及FFA

的狀況與功能，但有些項目涉及機器操作，則應隨同三管輪或輪機長指派的

輪機員一齊完成。如發現有任何疑問或異常，則應請大副或輪機長采取進一

步行動。任何船員無法處理的缺陷，應報告公司(ISM辦公室)，以安排岸修

或更新裝備，更換到期或受損/破舊/磨損/失效的裝備。

1目的

Purpose

本規則的目的在于保持與監控船舶防火安全措施的有效性。為此，應符合下列功

能要求：

Thepurposeofthisregulationistomaintainandmonitortheeffectivenessof

thefiresafetymeasurestheshipisprovidedwith.Forthispurpose,the

followingfunctionalrequirementsshallbemet:

.1防火系統及滅火系統及其裝置應進行維護保養，保持完好并隨時可用；

Fireprotectionsystemsandfire-fightingsystemsandappliancesshallbe

maintainedreadyforuse;

.2防火系統及滅火系統和裝置應予適當測試、檢查。

properlytestedandinspected.

2一般要求

Generalrequirements

船舶在營運期間的任何時候，應符合第1.1款的要求。船舶非營運期間系指：

Atalltimeswhiletheshipisinservice,therequirementsofparagraph1.1shall

becompliedwith.Ashipisnotinservicewhen:

.1船舶正在修理期間或停航(錨泊或在港)或在干船塢；

Itisinforrepairsorlay-up(eitheratanchororinport)orindry-dock;

.2船東或其代表聲明船舶停止營運；

Itisdeclarednotinservicebytheownerortheowner'srepresentative;

2.1操作準備

2.1.1下列防火系統應保持在完好狀態，以確保在發生火災時發揮其性能作用：

.1結構防火，包括仿火分隔及其開口和貫穿件的防護；

.3逃生系統與裝置的措施。

2.1.2滅火系統和裝置應保持良好的工作狀態，隨時可供使用。已用完的手提式

滅火器應立即填充或以等效裝置替代。

2.2維護保養、測試和檢查

2.2.1維護保養、測試和檢查的實施應根據本組織制定的指南，并考慮和確保滅

火系統和裝置的可靠性

Maintenance,testingandinspectionsshallbecarriedoutbasedonthe

guidelinesdevelopedbytheOrganizationandinamannerhavingdue

regardtoensuringthereliabilityoffire-fightingsystemsandappliances.

2.2.2維護保養計劃應保存在船上，并應在主管機關要求時出示，供其檢查。

2.2.3維護保養計劃至少應包括下列防火系統和滅火系統和裝置：

2.2.4維護保養程序可由計算機編制。

1本規則適用于所有船舶。1986年7月1日前制造的船舶，應盡實際可能符

合本規則3和6.2的要求

constructedbefore1July1986.

3維護保養

Maintenance

應備有符合規則36規定的船上救生設備維護保養須知，并相應地進行維

護保養。

Instructionsforon-boardmaintenanceoflife-savingappliances

complyingwiththerequirementsofregulation36shallbeprovidedand

maintenanceshallbecarriedoutaccordingly.

主管機關

TheAdministrationmayaccept,inlieuoftheinstructionsrequiredby

paragraph3.1,ashipboardplannedmaintenancesprogrammewhich

includestherequirementsofregulation36.

4吊艇索的保養

Maintenanceoffalls

4.1降落所用的吊艇索由于變質而需要換新或不超過5年的時間間隔（取較早

者），均予以換新。

Fallsusedinlaunchingshallberenewedwhennecessarydueto

deteriorationofthefallsoratintervalsofnotmorethanfiveyears,

whicheveristheearlier.

4.2主管機關可接受上述4.1要求的“兩端調頭”的替代方式，定期檢查吊艇

索，任何時候由于變質需要換新或不超過4年的時間間隔（取較早者），予

以換新。

TheAdministrationmayacceptinlieuoftheuendforending"requiredin

paragraph4.1,periodicinspectionofthefaIsandtheirrenewalwhenever

necessaryduetodeteriorationoratintervalsofnotmorethan4years,

whicheveroneisearlier.

5備件與修理設備

Sparesandrepairequipment

救生設備及其易損壞或易消耗而需要定期更換的部件，應配有備件及修理設備。

Sparesandrepairequipmentshallbeprovidedforlife-savingappliancesand

theircomponentswhicharesubjecttoexcessivewearorconsumptionand

needtobereplacedregularly.

6每周檢查

Weeklyinspection

每周應進行下列試臉和檢查：

Thefollowingtestsandinspectionsshallcarriedoutweekly:

.1所有救生艇筏、救助艇及降落設備應進行目視檢查，以確保其立即可用；

Allsurvivalcraft,rescueboatsandlaunchingappliancesshallbevisually

inspectedtoensurethattheyarereadyforuse;

.2只要周圍環境溫度高于啟動和運轉發動機股要求的最低溫度，所有救生艇

和救助艇的發動機均應進行不少于3分鐘的運轉試驗。運轉期間，應證實齒

輪箱和齒輪箱傳動系統運行正常。如安裝在救助艇上的舷外發動機由于其特

殊性在螺旋槳沒有浸沒的情況下不允許運轉3分鐘，則其運轉應按照制造商

的手冊規定的時間運轉。特殊情況下，對于1986年7月1日以前建造的船

舶，主管機關可免除此要求；

Allenginesinlifeboatsandrescueboatsshallberunforatotalperiodof

notlessthan3minprovidedtheambienttemperatureisabovethe

minimumtemperaturerequiredforstartingandrunningtheengine.During

thisperiodoftime,itshouldbedemonstratedthatthegearboxandgear

boxtrainareengagingsatisfactorily.Ifthespecialcharacteristicsofan

outboardmotorfittedtoarescueboatwouldnotallowittoberunother

thanwithitspropellersubmergedforaperiodof3min,itshouldberunfor

suchperiodasprescribedinthemanufacturer'shandbook,Inspecial

casestheAdministrationmaywaivethisrequirementforshipsconstructed

before1July1986;

.3作為每周檢查的一部分，所有救生艇(自由降落救生艇除外)應該從它的堆

放位置盡可能的向舷外移動來證明釋放裝置的能否滿意工作。這種做法是在救生

會上不載人，氣象和海況允許的情況下進行，每周救生艇這種釋放工作還應該記

錄航海日志上。

Aspartoftheweeklyinspection,alllifeboats(exceptfree-falllifeboats)shall

bemovedfromtheirstowedpositiontotheextentnecessarytodemonstrate

satisfactoryoperationofthelaunchingappliances.Thisistobedownwithout

anypersononboardthelifeboatandonlyifweatherandseaconditionsalow.

Theweeklymovingofthelifeboatsisalsotoberecordedinthelogbook.

.4在安全設備年度檢驗期間，救生筏和救助艇的釋放裝置應該進行徹底的檢

查，并在徹底檢查后，在救生筏和救助艇不乘載人的情況下，要進行動態絞車剎

車實驗，并且驗船師在現場。

Thelaunchingappliancesforsurvivalcraftandrescueboatsaretobesubject

toathoroughexamination,annuallyduringthesafetyequipmentsurvey.After

thethoroughexamination,adynamicwinchbraketest,withthesurvivalcraftor

rescueboatempty(v/ithoutpersononboard)istobeperformed,aclass

surveyoristowitnesstheexaminationandbraketest.

.5救生艇負荷釋放裝置在安全設備年度檢驗期間，要進行徹底檢查，驗船師在

現場要進行操作試驗。

Lifeboaton-loadreleasegearistobesubjecttoathoroughexamination,

annuallyduringthesafetyequipmentsurvey.Aftertheexamination,thelifeboat

on-loadreleasegearistobeoperationallytestedwithclasssurveyorin

witness.

.6通用應急報警系統應進行試臉。

Thegeneralemergencyalarmsystemshallbetested.

7月度檢查

Monthlyinspections

月度檢查應使用規則36.1規定的檢查表，檢查救生設備包括救生艇裝備，以確

保其完整無缺并處于良好狀態。檢查報告應記入航海日志

Inspectionofthelife-savingappliances,includinglifeboatequipment,shallbe

carriedoutmonthlyusingthechecklistrequiredbyregulation36.1toensure

thattheyarecompleteandingoodorder.Areportoftheinspectionshallbe

enteredinthelog-book.

8氣脹式救生筏、氣脹式救生衣、海上撤離系統與充氣式救助艇的檢修

Servicingofinflatableliferafts,inflatablelifejackets,marineevacuation

systems,andinflatedrescueboats.

8.1每一氣脹式救生筏、氣脹式救生衣、海上撤離系統應予以檢修：

Everyinflatableliferaft,inflatablelifejacket,andmarineevacuation

systemshallbeserviced:

.1間隔不超過12個月，任何情況下如不切實際，主觀機關可展期到17個月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在經認可的檢修站進行檢修，該檢修站應勝任檢修工作，備有適當的檢修

設施，并僅雇傭接受過適當培訓的人員。

Atanapprovedservicingstationwhichiscompetenttoservicethem,

maintainsproperservicingfacilitiesandusedonlyproperlytrained

personnel.

8.2海上撤離系統的輪換展開

Rotationaldeploymentofmarineevacuatonsystems

除了或連同上述8.1所要求的海上撤離系統檢修間隔外，每一海上撤離系統還應

以主管機關同意的間隔從船上展開，但每一系統每6年至少展開一次。

systems

requiredbyparagraph8.1,eachmarineevacuationsystemshouldbe

deployedfromthe

shiponarotationalbasisatintervalstobeagreedbytheAdministration

providedthateach

systemistobedeployedatleastonceeverysixyears.

8.3主管機關依照規則4認可的新型氣脹式救生筏布置，在下列條件下允許檢

修期展期：

AnAdministrationwhichapprovesnewandnovelinflatableliferaft

arrangementspursuanttoregulation4mayallowforextendedservice

intervalsonthefollowingconditions:

在檢修期間隔展期內，按試驗程序的要求，已證實新型氣脹式救生筏布置保

持相同標準。

Thenewandnovelliferaftarrangementhasprovedtomaintainthesane

standard,asrequiredbytestingprocedure,duringextendedservice

intervals.

救生筏系統依據8.1.1的要求應由有資格的人員在船上檢查。

Theliferaftsystemshallbecheckedonboardbycertifiedpersonnel

accordingtoparagraph8.1.1.

8.3.3不超過5年間隔的檢修應按本組織的建議案實施。

Serviceatintervalsnotexceeding5yearsshallbecarriedoutin

accordingwiththerecommendationsoftheOrganization.

8.4充氣式救助艇的所有修理和維護保養應按照制造商的說明書進行。應急

修理可在船上進行，但永久性修理應在經認可的檢修站進行。

Allrepairsandmaintenanceofinflatedrescueboatsshallbecarriedout

inaccordancewiththemanufacturer^inspections.Emergencyrepairs

maybecarriedoutonboardtheship;however,permanentrepairsshall

beeffectedatanapprovedservicingstation.

8.5主管機關按8.3的要求準予救生筏檢修期展期，則應依據第I章規則5(6)

將行動通知本組織。

AnAdministrationwhichpermitsextensionofliferaftserviceintervals

inaccordancewithparagraph8.3shallnotifytheOrganizationofsuch

actioninaccordancewithregulationl/5(6).

9靜水力釋放器的定期檢修

Periodicservicingofhydrostaticreleaseunits

除可自行調換的靜水力釋放器外，靜水力釋放器應予以檢修：

Hydrostaticreleaseunits,otherthandisposablehydrostaticreleaseunits,shall

beserviced:

.1間隔不超過12個月，任何情況下如不切實際，主管機關可展期到17個月；

Atintervalsnotexceeding12months,providedwhereinanycasethisis

impracticable,theAdministrationmayextendthisperiodto17months;

.2在檢修站進行檢修，該檢修站應勝任檢修該裝置，備有適當的檢修設施，

并僅展傭接受過適當培訓的人員。

Ataservicingstationwhichiscompetenttoservicethem,maintains

properservicingfacilitiesandusedonlyproperlytrainedpersonnel.

10存放位置的標記

Markingofstowagelocations

存放救生設備的容器、支架、擱架及其它類似裝置的存放位置，應按本組織建議

的符號加以標記，表明該裝置存放該處的用途。如該位置存放一個以上的設備，

則應標明其數量。

Containers,brackets,racks,andothersimilarstowagelocationsforlife-saving

equipmentshallbemarkedwithsymbolsinaccordancewiththe,

recommendationsoftheorganization,includingthedevicesstowedinthat

locationforthatpurpose.Ifmorethanonedeviceisstowedinthatlocation,the

numberofdevicesshallalsobeindicated.

1.用錘子敲碎遙控釋放箱子上的玻璃，取需鑰匙打開閥門，自動釋放二氧化碳警報并關閉

機艙風機、燃油泵、鍋爐供油泵、鼓風機等。

5.在扳下二氧化碳啟動氣瓶手柄，自動延時?20-40秒后，發出蜂鳴信號并釋放滅火劑。

B.機艙手動釋放說明：(只能在二氧化碳間釋放)

1.當遙控釋放失靈時，手動鳴放二氧化碳警報，

4.滅火劑開始釋放。

1.手動鳴放二氧化碳警報。

2.確認貨倉已經沒有工作人員，關閉所有外界通風及通道。

3.打開通往貨倉的手柄。

4.手動打開貨倉所需鋼瓶的數量。

5.二氧化碳開始釋放。

警告：C02超重氣體，進入C02間前需要徹底通風。火災撲滅后任何人重新進入這個區域必

須穿戴呼吸設備，直到確認氧氣含量是正常的。

3.維護保養：

(1)每月檢查：系統各閥在正確開關位置；各C02鋼瓶無漏泄;稱重日期.

（2）每季度檢查：C02鋼瓶與操作鋼索的緊固是否牢固；

（3）每年檢查:裝置目視檢查正常;控制閥檢查;管路用空氣吹通;

（4）每五年:控制閥解體，內部檢查.

（三）.移動式泡沫發生器

1.設備說明：

配備：1套及其泡沫液20L

位置：集控室門口

2.操作須知：

（1）將皮龍一端接到消防栓上;

（2）將皮龍另一端接到泡沫槍上；

（3）將噴嘴上一根虹管與泡沫桶連接;

（4）將噴嘴對準火源，打開消防栓，泡沫液和水的混合液因水槍的機械作用形成泡沫從

噴嘴噴出。

（四）.手提滅火器：

1.7KG手提C02滅火器

2）操作:

A.拔出安全銷

B.拿起噴射管對佳火源基部

C.用力壓下手柄及連桿，釋放二氧化碳

注意事項:A滅火時，手要按住噴射管的隔熱部分，以免凍傷。

B釋放時要站在上風側。

2.9L手提泡沫火火器（水基型）

1）設備說明：

配備：20（發證FI期:

A.拔出安全銷

B.將滅火器倒置并搖動滅火器，同時將滅火器的噴嘴對準火源將泡沫噴灑在著火面上

C.火場處如有電源，應先切斷電源再進行滅火。

注意事項:適用于撲滅初起的油類，固體類小火，但不能用于帶電電器設備的火災。

3.5KG手提干粉滅火器：

2）操作:

A.拔出安全銷

B.拿起噴射嘴對準火源基部

C.用力壓下手柄和連桿，噴出干粉。

注意事項:滅火時要站在上風側。
