AstheonlyU.S.militaryServicetobeestablishedduringtheInformationAge,theUnitedStatesSpaceForce(USSF)hastheuniqueopportunitytobe“borndigital.”Wewillseizethisopportunity.Spaceisawarfightingdomain,andthethreatswefacecovergreatdistancesattremendousspeeds.WemustembracetheInformationAgetoolsatourdisposaltoensurethedomainissecure,stable,andaccessibleforourgenerationandthenext.TheUSSFwillbecometheworld’sfirstfullyDigitalService.Wewillbeaninterconnected,innovative,digitallydominantforce.
BecomingaDigitalServiceismorethanjustagenerationalopportunity;itisawarfightingimperative.Thisimperativeisdrivenprincipallybytwofactors:(1)thenatureofthethreatand(2)thesizeoftheSpaceForce.Weknowpotentialadversariesaredevelopingaspectrumofthreatsatanalarmingpace,directlychallengingstabilityinspaceandthemanybenefitsweenjoyasaspacefaringnation.Tocounterthesethreats,wemustchangetheparadigm.Wemustactfarmoreswiftlyanddecisivelyacrossallaspectsofleadership,acquisition,engineering,intelligence,andoperationsinordertotakeuppermanentresidenceinsidetheadversary’sobserve,orient,decide,act(OODA)loop.Inaddition,giventherelativelysmallsizeoftheUSSF,accomplishingthisgoalwillrequireustoamassatechnologicallyadept,“digitallyfluent”spacecadremoreproficient,efficient,andagilethananyotherforceinhistory.
Thisforward-lookingdocumentbeginsbyelaboratingontheimperativedrivingustobeaDigitalService.ItthendescribesanaspirationalVisionofwhatitmeanstobeaDigitalService,includingintroducinganddefiningkeyconceptsformingthefoundationofourcollectivedigitalfluency.Thisdocumentalsoexplainsthefourdigitalfocusareas,theirscopeandimportance,andhowtheyrelate.Thesefocusareasprovideaframeworkforimplementation,whichwillshapeaforthcomingroadmapfordigitaltransformation.
AlthoughIhaveentrustedourTechnologyandInnovationOfficetoleadtheUSSFdigitaltransformation,itisnottheirresponsibilityalone.Thefactisweareallpioneersofournation’sSpaceForce;itisincumbentoneveryoneofustoforgeourselvesintoaDigitalServicethatwelcomescollaboration,boldness,continuouslearning,diversityandinclusion,andadaptiveness.EveryGuardian,regardlessofcareerfieldorbackground,shouldseizeopportunitiestoadoptnewtechnologiesandmigrateday-to-dayactivitiesintothe“dataspace,”aswellastoencourageteammateswherenecessaryonthisjourney.

WHYDIGITALANDWHYNOW?
ThefundamentalreasonforthecreationofourServicedictateswhywemustbeaDigitalService:thethreatisrealandimminent.Atthismoment,potentialadversariesareworkingdiligentlytonegateU.S.advantagesinthespacedomainandarerapidlyclosingthegap.Theyarepressingtofieldspace,counterspace,cyberspace,andelectromagneticspectrum(EMS)capabilitiesmorequicklythanweareand,insomecases,areonpacetosurpassus.Giventhevitalrolespacecapabilitiesplayaspartofthemodernjointwarfightingenvironment,thisisanunacceptablerisk
toU.S.nationalsecurityandeconomicprosperity.
Tocombatthisthreat,wemustactatonce.Weneedtoleverageinformationanddatatoaccelerateourabilitytodevelop,field,andoperatejointspacecapabilitieswithunparalleledspeedandruthlessproficiency.Wemustexploitdigitalsolutionstothriveandadaptwithinahostile,complex,anddynamicenvironmentthatisinherentlymoreboundto—anddrivenby—
technologythananyotherdefensedomainormissionset.Thefactofthematteristhatspaceistheonlyphysicaldomaininwhichtherearenohumansinplacetoconductmilitaryoperations.Everythingouroperatorsexperienceaboutthedomainisderivedthroughthedatareceivedfromspaceandourabilitytorapidlyanalyzethatdatatoouradvantage.Giventhisoperationalreality,andtheimperativewehavetoleveragedataandinformationevenmoreextensivelytoprevailinahighlycontestedandcongestedoperatingenvironment,theUSSFwillundergoalarge-scaleculturalandtechnicaltransformationbyembracingmoderntechnologiesandmethodologiestobeagenuineDigitalService.Theintentofthisdigitaltransformationistoenableustorecapturetheinitiativeandmaintainsuperiorityinthedomainournationpioneered.
ThesizeoftheSpaceForceprovidesanothercompellingreasonfordigitaltransformation:toaccomplishourexpansivemissionwithasmall,specializedService,wemustbeextraordinarilyproficientandlethallyefficient.WhilesomecouldregardtherelativeleannessofourServiceasanobstacletosuccess,itmayinfactbeoneofourgreateststrengths.ThoughDoDspacemissionsaretypicallymulti-domain,theyareroutinelyaccomplishedbyrelativelysmallcadresofhighlyspecializedteamspushingthefrontiersof
whatistechnologicallypossible.Inotherwords,themissionandpeopleoftheUSSFareanidealmatchfortheInformationAge,whichiswhyweareuniquelyposturedtobe“borndigital.”Inaddition,wehavetheopportunitytobehighlyselectiveinourrecruitment,retention,andtraining,therebyensuringweshapeanelite,technologicallyadept,“digitallyfluent”workforce.Ultimately,alean,focusedforceisinherentlymoreadaptable,uniquelyenablingustorapidlypivotandevolveinresponsetoahighlydynamiclandscape.
OnepurposeofthisdocumentistohelpGuardiansincreasetheirdigitalfluency.Assuch,somecore,digitallyrelatedtermsareexplainedincall-outboxeslikethis,whileotherkeytermsaredefinedintheglossary.

BybecomingaDigitalService,wehavethepotentialtobemoreproficient,efficient,andagile.Throughthisdigitaltransformation,wewillfosteranenvironmentthatincubatesquick-turn,innovativesolutionsineveryaspectofcapabilitydevelopment.Combinedwiththerightpoliciesandprocesses,wewillflattenbureaucracyandempowerrapid,data-drivendecision-makingatalllevels.Energizedbycutting-edgetrainingcontentandtherightprofessionalincentives,wewillunleashthepowerofoureliteworkforceacrossasynergizedenterprise.ADigitalSpaceForcewillnotonlygeneratewholesalecompetitiveadvantageanddictatethetermsofanyfuturespaceconflict,itwillalsoallowustoserveasamodelforoursisterServicesintermsofwhatispossibleforanycombatdomain.
Theneedcouldn’tbeclearer—theUSSFmustmoveoutswiftlyanddeliberatelytobecomeaDigitalServiceaspartofthehistoricopportunitytoreformeveryaspectofourdefensespaceenterprise.Whatthatwilllooklikeandhowitwillfundamentallytransformthewaywedobusinessisdescribedintheremainderofthisdocument.Ingrainedwithinalloftheseefforts,itwillbecriticalforustoensureourDigitalServiceissecureincyberspaceandacrosstheEMS.
Werecognizethistransformationwilltaketime,andwewillneedtonavigateahostofchallengestoachieveouraims.WhileeffortsareunderwaytoimprovethedigitalinfrastructurewesharewiththeU.S.AirForce(USAF),muchworkremains.Wemustleverageourindustryandgovernmentalpartnershipstoensurethedigitalinfrastructurewerelyoncanmeetmoderndemands.Inaddition,wemustundergoaculturaltransformationinconjunctionwithourdigitaltransformationeffortstonourishanenvironmentthatencouragesboldness,transparency,continuousinnovation,andcalculatedrisk-takingbalancedagainstpotentialopportunities.Wewillalsoneedtorethinkarchaicpoliciesandprocessesthatinhibitourabilitytoadaptandinnovatemorerapidlythanouradversaries.Overcomingthesechallengeswillrequireanintegratedplanconnectingmultipleongoingandplannedactivities.Thedevelopmentofthisplaniscriticaltoourlong-termsuccessandwillbeaddressedinaforthcomingroadmap.

ConfrontingthestarkrealityofthegrowingthreatwithasmallcadreofdedicatedGuardiansmakestheurgentneedfordigitaltransformationclear.Thenextquestionwemustansweris,“WhatdoesitmeantobeaDigitalService?”Toalignstakeholderunderstandingofouraspirationaldirection,itiscrucialtopresentaunifiedconceptofwhataDigitalServicelookslikeandthebenefitsitprovides.Therefore,theintentofthissectionistoestablishandexplainthefullscope

Achievingpervasiveinterconnectivitywillrequiremorethanjustapotentdigitalenvironment—wemustalsoaddressthepeopleandculturesideoftheequation.Wewillestablishandincentivizeopen,transparentcommunicationsacrossallstakeholderstoachieveunityofeffortacrosstheforce.Goingforward,thedefaultmindsetforallGuardiansmustbebiasedtowardcollaborationviaintegratedsolutions;everyoneshouldstrivetomaintainthefullpictureandhelpotherstoachievethesame.Thisrequiresustoincubateacultureofforthrightmutualtrustbothhorizontallyandverticallyacrosstheforce;inthisfast-paced,high-threatenvironment,wemustcontinually

Aninnovativeforceroutinelyembracesnewapproachesandreadilychallengesthestatusquoaspartofadeliberatecommitmenttocontinuouslyevolve,improve,andadvance.InthecontextofaDigitalService,thisinnovationwillnecessarilyinvolvethedevelopmentandadoptionofnewtechnologiesinordertomoreeffectivelyconfrontuncertaintyinavolatile,competitiveenvironment.EmpoweringtheworkforcewillbecrucialtothisfacetofourVisionbecauseGuardianswillnotonlyneedtobeequippedwiththerightskillstoeffectivelyinnovate,theywillalsoneedtherightsupportstructuresandencouragementstobewillingtodoso.

Adigitallydominantforcetranslatesitscumulativetechnicalprowessintopotentforce-multiplyingeffectstodevelop,field,andoperatecapabilitiesmorequicklyandeffectivelythananypotentialadversary.Toachievelastingdominancewillrequireustoinstillandsynthesizetheinterconnectedandinnovativeelementsalreadydescribedintoeveryaspectofhowwedoourjobinsupportofthejointwarfightingforce.
Thekeytobeingdigitallydominantwillbeourpeople.Wemustestablishaproperlyresourced,fullyempowered,digitallyfluentworkforcethatisable—andincentivized—tochampioninnovationateveryturn.Basedonanaffirmingculture,streamlinedbusinessprocesses,andarobustDigital
DataSpace:Avirtualenvironment—madeaccessiblebytechnologyandtools—forexchangingdigitalinformationbetweenandamonghumansandmachineswithgreaterspeed,robustness,andaccuracythanispossiblethoughconventionalIndustrialAgetechniques.
EngineeringEcosystem(DEE),Guardianswillintuitivelythinkandactinthe“dataspace,”fullyequippedtoaddressthedynamicchallengesfacingus.Ultimately,wemustseektoenableallpersonneltoactas“intrapreneurs,”embracingdigitaltechnology,drivinginnovation,andpushingboundariesinhowprocessesandoperationsareexecutedthroughouttheorganization.
Havingadigital-firstmindsetandbeingdigitallydominantwillrequireanextensivenetworkofinnovative,digitallyfluentSpaceForceprofessionalswhoinstinctivelyprioritizeactionableknowledgeoverstaticproducts(e.g.,reports,appraisals,graphs,briefingcharts,etc.).Inthelegacy,product-centricparadigm,thepredominantfocushasbeenonthecreationofisolated,stagnantdeliverablesthatarenecessarilyimperfect,IndustrialAgetranslationsofinformation.Worse,thesestaleanddisconnectedproductsareoftenoneroustocreateandmanagewithoutprovidingcommensuratevaluetothemissionordecision-makingprocess.Thesuperiorparadigmistobedata-centric.Thisapproachwillallowustorapidlycaptureandexchangeneededinformationandknowledgewithinthedataspace,toincludegeneratingstreamlined,dynamic,synchronizedoutputstiedtomission-relatedactionsandoutcomes.Ultimately,ourDigitalSpaceForcewillmakedata-drivendecisionstofieldandoperategroundbreaking,spacecapabilitiesatvelocitiesthatseeminconceivabletoday.
Throughthepipelineofinterconnectedinnovationdescribedabove,ourDigitalServicewillbecapableofrapidlyacquiring,developing,andfieldinggame-changingcapabilitiesandallowingustoleverageastreamlinedworkforcetooutpacethethreat.WewillbuildandfosterrelationshipswithothermilitaryServices,U.S.agencies,internationalpartners,academicandresearchinstitutions,andthecommercialsector,enablingustobebothdriversandadoptersofdisruptivetechnologyopportunities.Combiningthisbroad-baseddigitalcollaborationwiththeorganiccapabilitiesofourtight-knitandtechnologicallyproficientforce,wewillbecomedigitallydominant.

DIGITALFOCUSAREAS
TheCSOPlanningGuidance(CPG)totheSpaceForceemphasizestheurgentneedto“CreateaDigitalServicetoAccelerateInnovation.”Inordertobetterunderstandthe
scopeofthechangesneeded,aswellastoestablishaframeworkforimplementingthosechanges,theCPGalsoidentifiedfourfocusareas:DigitalEngineering,DigitalWorkforce,Digital

Headquarters,andDigitalOperations.AchievingthetenetsofourDigitalServiceVision—interconnected,innovative,anddigitallydominant—willrequireustomakesignificant,coordinatedinvestmentswithineachofthesefocusareas.Thelong-termadvantagesoftheseinvestmentsarealmostlimitless,enablingustoconfrontandovercomethethreatwithasmall,potentforce.However,wewillalsogainahostofshort-termbenefits,includingasmartpathwayforstandingupournewServiceandameanstoachieveefficienciescalledoutintheCPG,likea15%enhancementtotheamountofdwelltimeavailablefortrainingoftheworkforce.
Thesefocusareascannotbefullyachievedthroughinsularapproaches.TheUSSFwillneedtoworkwiththebroaderDepartmentoftheAirForcefunctionalsandUSAFpartnerstoaccelerateinvestmentprioritiesandrevitalizeourshareddigitalinfrastructuretoensureitmeetsallmissionneeds.Inaccordancewiththe2020DoDDataStrategy,wewillcollaboratewiththelargercommunitytoensuretheentire“techstack”isdesigned,procured,andexercisedwithdataandprocessinteroperabilityasacorerequirementfromthestart.WewillalsocombineforceswithinnovativethoughtleadersacrosstheDoD,academia,industry,andinternationalpartnerswhoareembarkingontheirowndigitaltransformations.Ourforthcomingroadmapwillcontainspecificimplementationguidance,alongwithtangibleinvestmentsandassociatedmetrics,thataddresspartneringopportunitiesandwillbestructuredinaccordancewiththesefourfocusareas.
It’simportanttobeclearattheoutsetregardingthescopeofeachofthesefocusareasandhowweexpectthemtocontributetotheDigitalSpaceForceVision.Thefocusareasareinextricablylinked;ifwefailtofulfillthepotentialofanyonefocusarea,wewillfailtobeatrueDigitalService.Thefocusareasoverlap,providinginterdependent,synergisticcontributionstowardachievingaDigitalSpaceForce.Bydrivingdigitaldominanceinallfourfocusareas,wewillfulfilltheDigitalSpaceForceVisionandcementoursuperiorityinthedigitalrealmaspartofourlargergoalofspacesuperiority.

Consistentwiththe2018DoDDigitalEngineering(DE)Strategy,akeyaimofDEistomanagethecomplexityofcontemporaryweaponsystem
acquisitionaswellasaccelerateandmodernizetheentirecapabilitydevelopmentlifecycle—fromconceptiontodeploymenttooperationsandsustainment.Poweredbyauthoritativesourcesoftruth,incorporatingbigdataapproaches,utilizingtechniqueslikemodel-basedsystemsengineering,andanchoredtoasharedmodelingandsimulation(M&S)framework,wewillmanagerequirements
andtestingfromthewarfightertothedeveloperandbackagainasacontinuous,virtualdigitalthreadwithinanoveralltechstack.Wewilldevelopenterprise-levelarchitecturesthatcaptureoptimizedforcedesignslinkedtothreatmodelsanddesiredwarfightereffectswhilesupportingbroaderDoDenterprisestrategicintent,cooperation,andpartneringefforts.WewilladoptAgilepracticestoquicklycreateandfieldincrementalsolutionsandestablishDevSecOpsfactoriestospursoftwaredevelopmentandincorporatesecurityconsiderationsfromtheoutset.Insteadofconductingmilestone,artifact-basedtechnicalreviewswithanarrowrangeofparticipants,wewillenabletargetedengagementbyallstakeholdersonanincrementalandongoingbasis,whilealsoensuringtheUSSFmaintainscompliancewithapplicablelawsandpoliciesregardingkeyacquisitiondecisionpoints.“Digitaltwins”willalsobeestablishedtotiealloftheseelementstogether,enablingcollaborationwithmissionpartnersaspartofagiledevelopmentandtestingofcapabilitiesaswellasseamlesstransitiontooperationsandongoingsustainment.
