Overthepasthundredyears,thetrendinNorthAmericaandEuropehasshiftedawayfromorphanagesandtowardsfosterhomes.Theunderlyingphilosophyoffostercareisthatchildrenarebetteroff,emotionallyandpsycho-logically,inahomeenvironment,withsomeonefillingtheroleofaparent.Thelogicisthatwithoneormorefosterparentstakingcareofasmallernumberofchildren,thechildshouldhavemoreoftheattentionandlovetheyneedtogrowintohealthyadults.Today,thereareroughlyhalfamillionU.S.childreninthefostercaresystem.

Fostercareandadoptionbothprovidefamilyenvironmentsforchildrenwhocan'tbewiththeirbiologicalparents,butit'simportanttounderstandthattheyareverydifferentinstitutions.Whilefosterparentsareencouragedtoconnectemotionallywiththechildrenintheircare,fosterfamiliesarenotmeanttobepermanentreplacementsforbiologicalfamilies.Inmostcases,theultimategoalistoreunitechildrenwiththeirbiologicalfamilies,assoonasthefamilyisableandfit.Thiscouldbeasshortasafewdaysoraslongasafewyears.
