1Scope適用范圍

1.1Thisdocumentissuitabletoxxxxeforcontrolandadministrationoftraining,examination,

qualificationandcertificationofNDEpersonnel.

本實施細則適用于本公司無損檢測人員培訓、考核、資格鑒定和證書發放的限制及管理。

1.2ThisWrittenPracticeispreparedbytheQAEngineerbaseduponSNT-TC-1Aandsatisfiesthe

requirementsofASMECodeapplicableSections,andmeetsparticularneedsofXXXXE.

本實施細則由質保工程師依據SNT—TC—1A和ASME規范相關卷的要求，并結合本公司具體狀

況制定。

1.3OnlytheNDEpersonnelwhohavebeenqualifiedandcertifiedbyXXXXEinaccordancewiththis

WrittenPracticeareallowedtoperformthenondestructiveexaminationofASMECodeitems.

只有按本實施細則培訓考核合格，并由本公司發給資格證書的無損檢測人員，才允許擔當ASME規

范產品的無損檢測工作。

1.4Eachqualifiedpersonnelcanonlybeengagedinthenondestructiveexaminationwithrelationto

qualifiedexaminationmethod(s)andhislevel,andshallexerciseresponsibilityofrelevantlevel.

不同種類的技術資格等級人員，只能從事及該類檢查方法和等級相適應的無損檢測工作，并負有及

其等級相應的技術責任。

1.5NondestructiveTestMethods無損檢測方法

1.5.1QualificationandcertificationofnondestructivetestingpersonnelinaccordancewiththisWritten

Practiceshallbeapplicabletoeachofthefollowingmethods:

本實施細則對無損檢測人員的資格鑒定和批準適用于下述方法：

(1)RadiographicTesting(RT)

射線照相檢驗方法；

(2)LiquidPenetrantTesting(PT)

液體滲透檢驗方法；

(3)MagneticParticlesTesting(MT)

磁粉檢驗方法

1.5.2AccordingtoSNT-TC-1Aandtherequirementsofcustomers,qualificationandcertificationof

nondestructivetestmethodsotherthanthemethodsinPar.1.5.1shallbeestablishedasan

appendixofthisdocument.

依據SNT-TC-1A和用戶的要求，除了1.5.1規定的方法以外的無損檢測方法，需另行制定考核鑒

定的方法，作為本文件的一個附件。

2LevelsandResponsibilityofQualification資格等級和責任

2.1InaccordancewithrelevantrequirementofSNT-TC-1A,thelevelsofqualificationaredividedinto

threelevels(LevelI,IIandIII)foreachNDEmethodasspecifiedinPar.1.5.1.Whileinthe

processofbeingqualifiedandcertifiedtoNDELevelrequestedbyhim,anindividualshallbe

consideredatrainee.Thetraineeshallnotindependentlyconduct,interpret,evaluateorreportof

anyNDEoperation.

無損檢測人員的資格等級，按SNT-TC-1A及1.5.1節規定的每一種無損檢測方法分為三個等級，

即I、II、III級。無損檢測人員在考核、確認期間應看作學員，不能單獨從事任何無損檢測工作。

2.2NDELevelIExaminer無損檢測I級人員

AnNDELevelIExaminershallbequalifiedtoproperlyperformspecificcalibrations,specifictests,

andspecificevaluationsforacceptanceorrejectiondeterminationsaccordingtowritten

Instructionsandtorecordresults.TheNDELevelIExaminershallreceivethenecessary

instructionorsupervisionfromacertifiedNDELevelIIorIIIExaminer.

I級無損檢測人員應能依據書面工藝卡正確執行指定的校準、試驗和有關驗收及拒收的工作，并能

記錄試驗結果。無損檢測I級人員應得到已取得資格的無損檢測n或IH級人員必要的指導或監督。

2.3NDELevelIIExaminer無損檢測H級人員

AnNDELevelIIExaminershallbequalifiedtosetupandcalibrateequipmentandtointerpret

andevaluateresultswithrespecttoapplicablecode,standards,andspecifications.TheNDE

LevelIIshallbethoroughlyfamiliarwiththescopeandlimitationsofthemethodsforwhichheis

qualifiedandshallexerciseassignedresponsibilityforon-the-jobtrainingandguidanceofNDE

LevelIpersonnel.TheNDELevelIIshallbeabletoorganizeandreporttheresultsof

examinations.

無損檢測ii級人員應能按有關規范、標準和規程調整和校準設備；說明和評定試驗結果。n級人員

應熟悉已被批準的試驗方法的適用范圍和局限性，并負責I級人員（學員）的在職培訓和指導。n級

人員應能編制報告和評定檢測結果。

2.4NDELevelIIIExaminer無損檢測m級人員

AnNDELevelIIIExaminershallbecapableof,establishing,verifyingandapprovingprocedures,

interpretingcodes,standards,specifications,andprocedures;anddesignatingtheparticular

NDEmethods,techniques,andprocedurestobeused.TheNDELevelIIIshallberesponsiblefor

theNDEoperationsforwhichqualifiedandassignedandshallbecapableofinterpretingand

evaluatingresultsintermsofexistingcodes,standards,andspecifications.TheNDELevelIII

shallhavesufficientpracticalbackgroundinapplicablematerials,fabrication,andproduct

technologytoestablishtechniquesandtoassistinestablishingacceptancecriteriawhennone

areotherwiseavailable.TheNDELevelIIIshallhavegeneralfamiliaritywithotherappropriate

NDEmethods,asdemonstratedbyanASNTLevelIII不basicexaminationorothermeans.The

NDELevelIII,inthemethodsinwhichcertified,andshallbecapableoftrainingandexamining

NDELevelIandIIExaminersforcertificationinthosemethods.

無損檢測in級人員應能制定、驗證和批準規程；說明規范、標準、技術條件和工藝規程；確定檢驗

對象的檢測方法、技術和檢驗方案；in級人員應能負責被批準和被指派的無損檢驗操作，并能依據

現有的規范、標準和規程，對檢驗結果進行說明和評定；in級人員對有關材料、生產和制造工藝具

有足夠的實踐閱歷，以便制定試驗方法和在沒有標準的狀況下幫助制定驗收標準。in級人員應熟悉

在美國無損檢測協會（ASNT）的基礎考試中出現其它適宜的無損檢測方法或其它檢測手段。已經

持有相應方法的m級人員應能對I級和n級人員進行培訓和資格鑒定考試。

3QualificationRequirementsforNDEPersonnel無損檢測人員資格鑒定耍求

3.1Personnelbeingconsideredforcertificationinnondestructivetestingshallhavesufficient

education,training,andexperiencetoensureunderstandingoftheprinciplesandproceduresof

thosemethodsoftestinginwhichtheyarebeingconsideredforcertification.

對考慮要確認的無損檢測人員，應受到充分的教化、培訓，并具有足夠的實踐閱歷，以確保他們懂

得要被確認的檢驗范圍原理和操作工藝。

3.2Personnelbeingconsideredforqualificationexaminationmustcarryonavisionexamination

specifiedinPara.8.Onlywhenpassingthevisionexamination,theymaytakepartinthe

examinationbyapproval.

申請資格鑒定考試的無損檢測人員，必需進行第8節所述的視力檢查。只有視力檢查合格者，方可

參加考試。

3.3Documentedtrainingand/orexperiencegainedinpositionsandactivitiesequivalenttothoseof

LevelI,IIand/orIIIpriortoestablishmentofthisWrittenPracticemaybeconsideredinsatisfying

therequirementsofPar.5.1and6.1.ThoserecordsforLevelI,IIshallbecertifiedbytheQA

Manager.ThoserecordsforLevelIIIshallbecertifiedbytheGeneralManager.

在本實施細則生效前，有書面材料能證明有相當于I、II和/或m級的培訓，和/或及其級別相適

用的閱歷及實力，那么就可以認為是滿意了本實施細則的5.1和6.1節的要求。I、II級人員的記

錄應由質保部長批準。III級人員的記錄應由總經理批準。

4ResponsibilitiesofRelevantPersonnel相關人員的職責

4.1TheNDELevellllExaminershallberesponsibleforapprovaloftheWrittenPracticebasedonthe

requirementofSNT-TC-1A.

無損檢測III級人員應負責批準滿意SNT-TC-1A要求的本公司書面實施細則。

4.2TheQAManagershallreviewthebackgroundmaterialsandtherecordsfortraining,examination

andqualificationoftheXXXXE*sNDEIIILevelpersonnel.BasedontheXXXXE'sWritten

Practice,theQAManagershallrecommendanapplicantofXXXXELevelIIItoGeneralManager.

TheQAManagershallreviewthebackgroundmaterialsandtherecordsforXXXXE*sNDELevel

I,IIpersonnelqualification.

質保部長應審核本公司無損檢測III級人員的材料、培訓考試和資格認可的相關記錄。依據本公司

的實施細則，質保部長應向總經理舉薦無損檢測HI級人員。質保部長審核本公司無損檢測l,ll級人

員資格認可有關的材料和記錄。

4.3ThequalifiedNDELevelIIIExaminer(eitherfromtheoutsideagencyortheXXXXE)whohas

beenauthorizedbytheGeneralManagershallperformthetraining,examinationandqualification

oftheNDELevelI,IIandIIIExaminer.

不管其來自外部機構，還是本公司的，己獲得總經理授權的且已具有資格的無損檢測HI級人員，應

對無損檢測人員(I、n和m級)實施培訓、考試和資格認可。

5InitialQualificationofLevelIIIHI級人員首次資格鑒定

5.1EducationandExperience文化程度和專業工齡

Tobeconsideredforcertification,acandidateshallsatisfyoneofthefollowingeducationand

criteriaforinitialqualificationofLevelIII:

對于無損檢測HI級人員首次資格鑒定，應試者需滿意下列文化程度和規則之一：

(1)Havegraduatedfromaminimumfour-yearcollegeoruniversitycurriculumwithadegreein

engineeringorscience,plusoneadditionalyearofexperiencebeyondthelevelIIrequirementsin

NDEinanassignmentcomparabletothatofanNDELevelIIintheapplicableNDEmethod(s);or;

四年制以上學院或高校畢業，具有工科或理科學位，對申請批準的方法，再附加一年至少相當于n

級的專業工齡，相當于有關無損檢測方法的II級專業工齡；或

(2)Havecompletedwithpassinggradesatleasttwoyearsofengineeringorsciencestudyata

university,college,ortechnicalschool,plustwoadditionalyearsofexperiencebeyondthelevelII

requirementsinNDEinanassignmentatleastcomparabletothatofNDELevelIIinthe

applicableNDEmethod(s);or;

二年制以上的工科或理科高校，學院或技術學校畢業，對申請批準的方法，再附加二年至少相當II

級的專業工齡，相當于有關無損檢測方法的II級專業工齡；或

(3)HavefouryearsofexperiencebeyondthelevelIIrequirementsinNDEinanassignmentat

leastcomparabletothatofanNDELevelIIintheapplicableNDEmethod(s).

對申請批準的方法，具備四年至少相當于n級的專業工齡，相當于有關無損檢測方法的II級專業工

齡。

ForcertifieddirectlytolevelIIIwithouttrainingtimerequiredbyLevelIandIIpersonnel,the

requiredtrainingtimeshallconsistofthesumofthetimerequiredforLevelIandLevelII

training,plusanyadditionalformaltrainingasdefinedintheAppendixIofthisWrittenPractice.

對于未經i、n級人員所需培訓的干脆批準為in級的，所要求的培訓時間是由I、n級人員所需時間

的總和，再加上在本公司的實施細則附錄?所規定的附加正式培訓時間而組成。

5.2ExaminationsforLevelIII無損檢測HI級人員的考試

TheQAManagershalladministertheexaminationsfortheLevelIII.AdditionaloutsideNDE

LevelHIpersonnelmaybeusedtoassistontheeffort.

質保部長應負責m級人員的考試。外單位的無損檢測ni級人員可以用于幫助質保部長完成上述考

試。

5.2.1BasicExamination(requiredonlyoncewhenmorethanonemethodexaminationistaken)

基礎考試(多種方法考試時，只考其中一種)

Theminimumnumberofquestionswhichshallbegivenisasfollows:

考題數目最少如下：

(1)Fifteen(15)questionsrelatingtounderstandingtheSNT-TC-1Adocument;

理解SNT-TC1A文件的考題：15道；

(2)Twenty(20)questionsrelatingtoapplicablematerials,fabrication,andproducttechnology;

相關的材料、制造和產品工藝技術考題：20道；

(3)Twenty(20)questionsthataresimilartopublishedLevelIIquestionsforotherappropriate

NDTmethods.

其它相關無損檢測方法的正式出版的相當于n級人員的考題：20道。

5.2.2MethodExamination(foreachmethod)方法考試(每種檢驗方法)

(1)Thirty(30)questionsrelatingtofundamentalsandprinciplesthataresimilartopublished

ASNTLevelHIquestionsforeachmethod,and

每種檢驗方法正式出版的相當于ASNT(美國無損檢測學會)ID級人員的基礎及原理的考題：30

道；

(2)Fifteen(15)questionsrelatingtoapplicationandestablishmentoftechniquesandprocedures

thataresimilartothepublishedASNTLevelinquestionsforeachmethod,and

每種檢驗方法正式出版的相當于ASNTDI級人員的技術及工藝規程的應用和建立的考題：15道；

(3)Twenty(20)questionsrelatingtocapabilityforinterpretingcodes,standards,and

specificationsrelatingtothemethod.

及申請方法有關的說明規范、標準和技術條件實力的考題：20道。

5.2.3SpecificExamination(foreachmethod)專用學問考試(每種檢驗方法)

Twenty(20)questionsrelatingtospecifications,equipment,techniques,andprocedures

applicabletotheemployer'sproduct(s)andmethodsemployedandtotheadministrationofthe

XXXXE'sWrittenPractice.

及雇主產品和方法有關，及本公司書面實施細則有關的技術條件、設備、技術及工藝規程考題：20

道。

5.3VisionExamination視力檢查

ThecandidateshallbegivenavisionexaminationinaccordancewithPar.8,andtheexamination

shallbeacceptable.

申請者應依據第8節的要求進行視力檢查，并需合格。

5.4TheDetailofthetrainingcourseisshowninAppendixIofthisWrittenPractice.

各方法、級別的培訓大綱詳見本實施細則的附錄I。

6InitialQualificationofLevelIandIII>6人員級首次資格鑒定

6.1WorkExperience工齡

TobeconsideredforcertificationasanNDELevelIandII,theapplicantshallsatisfythe

experiencerequirementsforapplicabletestmethodandLevel,asspecifiedinTableI.

對于考慮要進行資格鑒定i和n級的申請人，應滿意相應檢測方法和等級的工齡要求，其要求見表

Notes:TableIappliestoalleducationallevelsofapplicants.ForLevelIIcertification,theexperienceshall

consistoftimeatLevelI.IfanapplicantisbeingqualifieddirectlytoNDELevelII,therequiredexperience

shallconsistofthesumofthetimesrequiredforLevelIandLevelII.Experiencemaybegained

simultaneouslyintwoormoremethodsprovidedtheapplicantspendsaminimumof25%ofhistotal

worktimeoneachmethodforwhichcertificationissought.

注：對取n級資格，表I適用于全部文化程度的申請人，工齡包括I級的時間。假如申請人員沒有I級的工齡，要

干脆取得口級資格，則要求的工齡應包括I級和口級的要求工齡的總和。如申請人同時申請兩種或兩種以上的方法,

其所申請的每一種方法的工齡至少占總工齡的25%,且需把兩種或兩種以上方法的工齡累加計算。

6.2Training培訓

6.2.1Personnelbeingconsideredforcertificationshallcompletesufficientlyorganizedtrainingas

specifiedinTableI,tobecomethoroughlyfamiliarwiththeprinciplesandpracticesofthe

specifiedtestmethodrelatedtothelevelofcertificationdesiredandapplicabletothepracticesto

beusedandtheproductstobetested.

申請批準的人員應按表I規定，接受足夠的有組織的培訓。通過培訓，申請人應熟悉及申請批準的

等級、方法及受檢產品有關的試驗，并駕馭實際運用方法的原理。

6.2.2NDELevelIIIExaminershallpreparethetrainingprogramforeachlevelofNDEmethod.These

outlinesincludeteachingmaterial,referenceanddatatobeusedintraining.

無損檢測W級人員應編制無損檢測方法的每一個等級培訓大綱。該大綱包括培訓所用的教材、參

考書和資料。

6.2.3Thetrainingcourseoutlinesshallalsoincludesufficientexaminationtoassurethattraining

materialhasbeencomprehended.ThetrainingcourseoutlinesarebasedonSNT-TC-1A,and

AppendixIandthefollowingTable.

培訓大綱也包括足夠的考試，以保證培訓資料被充分地理解。培訓大綱的編制依據是SNT-TC-1A.

本實施細則附錄I和下列表中所規定的內容。

6.3Examinations考試

TheNDELevelIIIExaminerintheapplicabletestmethodsshalladministerandgrade

examinationsforNDELevelIand11personnel.AllquestionsusedforLevelIandIIexaminations

shallbeapprovedbytheNDELevelIIIExaminerabove-mentioned.Writtenexaminationsshall

beclosed-bookexceptthatnecessarydata,suchasgraphs,tables,specifications,procedures,

codes,etc.,maybeprovidedwithorintheexamination.

負責該方法考核的無損檢測m級人員，主持對I級、n級申請人的考試和評分。無損檢測I級、n

級人員的考試題目應由上述無損檢測in級人員批準。除了供應必備的資料，如曲線、圖表、規范、

技術條件和規程以外，書面考試應是閉卷考試。

6.3.1General(Written)通用考試(書面)

通用考試：是考有關檢測方法的基本原理，并達到所要求的程度。

在編制考題時?，無損檢測m級人員應選擇或自行編制可覆蓋該方法且及所申請的等級程度相同的

試題。

6.3.2Specific(Written)專用學問考試(書面)

(i)Thespecificexaminationshalladdresstheequipment,operatingprocedures,andtest

techniquesthattheapplicantmayencounterduringspecificassignmentstothedegreerequired,

includingspecification,codes,andacceptancecriteriausedbyXXXXE'sNDEprocedures.

專用學問考試：是考申請人在指派的工作中可能遇到的設備、操作程序和檢測技術，涉及的范圍包

括在本公司工藝規程中應用的規范和驗收標準

(2)Inpreparingtheexamination,NDELevelIIIExaminershallselectordeviseappropriate

questionscoveringthecodes,customers*specification,andXXXXE'sNDEprocedures.

在準備考試時，無損檢測m級人員依據規范和本公司無損檢測工藝規程選擇試題。

6.3.3Practical實際操作考試

(1)Theapplicantshalldemonstratefamiliaritywithandtheabilitytooperatethenecessarytest

equipment,recordandanalyzetheresultantinformationtothedegreerequired.

應證明申請人能嫻熟地操作所用的檢驗設備，記錄和分析試驗結果。

(2)AtleastoneflawedspecimenorcomponentshallbetestedandtheresultoftheNDE

analyzedbythecandidate(LevelIandIIpersonnel)

至少供應一件有缺陷的試樣或工件，由申請人進行試驗和分析無損檢測結果

(3)Thedescriptionofthespecimen,thetestprocedure,includingcheckpoints,andtheresultsof

theexaminationshallbedocumented.

應有書面文件描述出試樣、試驗程序(包括核查點)和檢驗結果。

(4)NDELevelIPracticalExamination.Proficiencyshallbedemonstratedinperformingthe

applicableNDEononeormorespecimenormachineproblemsapprovedbytheNDELevelIII

andinevaluatingtheresultstothedegreeofresponsibilityasdescribedinthisWrittenPractice.

Atleastten(10)differentcheckpointsrequiringanunderstandingoftestvariablesandthis

company's(XXXXE)proceduralrequirementsshallbeincludedinthepracticalexamination.

無損檢測I級人員的實際操作考試一通過在經無損檢測HI級人員批準的一個或多個試樣或機械加

工成缺陷實施相應的操作演示，實施及在本實施細則所規定的職責一樣的評定結果演示，驗證其操

作的嫻熟程度。在實際操作考試中，至少須要十個考核點理解試驗變素和本公司的工藝要求。

(5)NDELevelnPracticalExamination.Proficiencyshallbedemonstratedinselectingand

performingtheapplicableNDEtechniquewithinthemethodandinterpretingandevaluatingthe

resultsononeormorespecimenormachineproblemsapprovedbytheNDELevelIII.Atleast,

tendifferentcheckpointsrequiringonunderstandingoftestvariablesandprocedural

requirementsshallbeincludedinthepracticalexamination.

無損檢測II級人員的實際操作考試一通過選擇、實施相應的檢測方法內無損檢測技術演示，并在經

無損檢測m級人員批準的一個或多個試樣或機械加工成缺陷實施說明和評定的演示,驗證其操作的

嫻熟程度。在實際操作考試中，至少須要十個考核點理解試驗變素和工藝要求。“

7Grading評分

TheNDELevelIIIExaminerintheapplicabletestmethodshallgradetheexaminationresultsof

NDELevelIandIIapplicants.

負責該方法考試的無損檢測m級人員，對I級和口級申請人的考試結果進行評分。

ThequalifiedNDELevelIIIpersonnelinapplicabletestmethodshallgradetheexaminationof

theNDELevelIHapplicant.

具有相應方法的具有資格的m級人員負責in級申請人的考試評分。

7.2CompositeGradeofNDEPersonnel無損檢測人員的綜合得分

(1)ForNDELevelsIandIIpersonnel,acompositegradeshallbedeterminedbysimple

averagingoftheresultsofthegeneral,specific,andpracticalexaminationsdescribedin

paragraphsfrom6.3.1to6.3.3.ThatisGC=(Gg+Gs+Gp)/3.

對于無損檢測I和H級人員，綜合得分是：以631、6.3.2和6.3.3中所敘述的通用考試、專用學

8VisionExamination視力檢查

8.2VisionExamination視力檢查

Theexaminationofnear-visionacuityshallbeadministeredannually.Theexaminationofcolor

contrastdifferentiationorshadeofgrayevaluationshallbeconducteduponinitialcertification

andatoneyearintervalsthereafter.TheaboveexaminationsshallbeperformedbytheNDE

LevelIIIExaminerorthepersonneldesignatedbytheQAManager.

近距離視力檢查每年進行一次。色度對比檢查或灰度評定應在首次取得資格前及取得資格每年進行

一次檢查。這種檢查由無損檢測HI級人員或質保部長指定的人員進行。

(1)Examinationfornearvisionshallassurenaturalorcorrectednear-distanceacuityinatleast

oneeyesuchthattheapplicantiscapableofreadingaminimumofJaegerNumber2lettersat

adistanceofnotlessthan305mm(12in.)onastandardJaegerTestChart.

(2)Examinationforcolourcontrastshalldemonstratethecapabilityofdistinguishingand

differentiatingcontrastamongcoloursusedinthemethod,usingColourTestChart.

色度對比檢查要保證，有實力用顏色對比試驗圖區分和分清申請批準的試驗方法所運用的顏色或灰

色梯度。

(3)Examinationforshadeofgrayshalldemonstratethecapabilityofdistinguishingbetweenthe

variousshadeofgray,usingtheTestingCardforshadeofgray.
