對于最大容許質量小于或等于3.5噸的運輸裝置，應配備一個或更多的適用于易燃級別1A，B和C的便攜式干粉滅火器，其總容量應不小于4千克（或者是與此相當的其他合適的滅火劑的容量）；（c）上面（a）中要求的滅火器的容量可以從上面（b）中要求的滅火器的最小總容量中扣除。8.1.4.2根據1.1.3.6裝載危險物品的運輸裝置，應配備一個適用于易燃級別1A，B和C的便攜式干粉滅火器，其容量應不小于2千克（或者是與此相當的其他合適的滅火劑的容量）。8.1.4.3滅火劑應適于在機動車上使用，并應符合EN3便攜式滅火器的相關要求的第1到第6部分（EN3-1：1996，EN3-2：1996，EN3-3：1994，EN3-4：1996，EN3-5：1996，EN3-6：1995）如果該機動車配備了一個固定的滅火器，可以自動地或很容易的用于撲滅發動機的火，則便攜式滅火器不必要適用于撲滅發動機的火。滅火劑應不易于向駕駛室釋放有毒氣體或因受到火焰熱度的影響而釋放有毒氣體。1關于易燃級別的定義，見EN2標準：1992火災分類。共92頁第8頁ANNEXB8.1.4.4Theportablefireextinguishersconformingtotheprovisionsof8.1.4.1or8.1.4.2shallbefittedwithasealverifyingthattheyhavenotbeenused.Inaddition,theyshallbearamarkofcompliancewithastandardrecognizedbyacompetentauthorityandaninscriptionatleastindicatingthedate(month,year)ofthenextrecurrentinspectionorofthemaximumpermissibleperiodofuse,asapplicable.Thefireextinguishersshallbesubjectedtoperiodicinspectionsinaccordancewithauthorizednationalstandardsinordertoguaranteetheirfunctionalsafety.8.1.4.5Thefireextinguishersshallbeinstalledonthetransportunitsinawaythattheyareeasilyaccessibletothevehiclecrew.Theinstallationshallbecarriedoutinsuchawaythatthefireextinguishersshallbeprotectedagainsteffectsoftheweathersothattheiroperationalsafetyisnotaffected.8.1.5MiscellaneousequipmentEverytransportunitcarryingdangerousgoodsshallbeequippedwith:(a)Thefollowinggeneralpurposesafetyequipment:—Foreachvehicle,atleastonechockofasizesuitedtotheweightofthevehicleandtothediameterofthewheels;—Twoself-standingwarningsigns(e.g.reflectiveconesortrianglesorflashingamberlightswhichareindependentfromtheelectricalequipmentofthevehicle);—Asuitablewarningvestorwarningclothing(e.g.asdescribedinEuropeanStandardEN471)foreachmemberofthevehiclecrew;—Apocketlamp(seealso8.3.4)foreachmemberofthevehiclecrew;(b)ArespiratoryprotectivedeviceinconformitywithadditionalrequirementS7(seeChapter8.5)ifthisadditionalrequirementappliesaccordingtotheindicationinColumn(19)ofTableAofChapter3.2;(c)Thepersonalprotectionandtheequipmentnecessarytotaketheadditionaland/orspecialactionsreferredtointheinstructionsinwritingsetoutin5.4.3.共92頁第9頁附件B8.1.4.4符合8.1.4.1或8.1.4.2的規定的便攜式滅火器應帶有密封，表明其沒有被使用過。此外，滅火器上應帶有一個標記表明其符合有關主管機構認可的標準，并且應帶有至少能表明下一次周期性檢驗的日期（月，年）或者，在適用的情況下，表明其最大允許使用期限的刻印文字。為了確保其性能安全，滅火器應按照經認可的國家標準進行周期性檢驗。8.1.4.5滅火器在運輸裝置上的安裝應便于機動車乘員拿取，并且應使滅火器免受天氣的影響，以保證其性能安全不受影響。8.1.5其他設備裝有危險物品的每臺運輸裝置應配備：（a）下列通用的安全設備：—每臺機動車至少帶有一個塞塊，其大小應適合機動車的重量以及車輪的尺寸。—兩個能豎立放置的警示標志（例如：反光椎體或三角板或閃爍的黃色信號燈，該信號燈應獨立于機動車的電氣設備）；—每位機動車乘員應配備合適的警示背心或警示服（例如歐洲標準EN471中所規定的）；—每位機動車乘員應配備一個手電筒；（b）根據第3.2章表A第（19）列的規定適用附加要求S7（見第8.5章）時，應配備呼吸防護裝置；（c）為進行5.4.3規定的書面指導中提到的附加操作和/或特殊操作所必需的個人防護具及設備。共92頁第10頁ANNEXBCHAPTER8.2REQUIREMENTSCONCERNINGTHETRAININGOFTHEVEHICLECREW8.2.1Generalrequirementsconcerningthetrainingofdrivers8.2.1.1Driversofvehiclescarryingdangerousgoodsshallholdacertificateissuedbythecompetentauthorityorbyanyorganizationrecognizedbythatauthoritystatingthattheyhaveparticipatedinatrainingcourseandpassedanexaminationontheparticularrequirementsthathavetobemetduringcarriageofdangerousgoods.8.2.1.2Driversofvehiclescarryingdangerousgoodsshallattendabasictrainingcourse.Trainingshallbegivenintheformofacourseapprovedbythecompetentauthority.Itsmainobjectivesaretomakedriversawareofhazardsarisinginthecarriageofdangerousgoodsandtogivethembasicinformationindispensableforminimizingthelikelihoodofanincidenttakingplaceand,ifitdoes,toenablethemtotakemeasureswhichmayprovenecessaryfortheirownsafetyandthatofthepublicandtheenvironment,forlimitingtheeffectsofanincident.Thistraining,whichshallincludeindividualpracticalexercises,shallactasthebasisoftrainingforallcategoriesofdriverscoveringatleastthesubjectsdefinedin8.2.2.3.2.8.2.1.3Driversofvehiclescarryingdangerousgoodsinfixedtanksordemountabletankswithacapacityexceeding1m3,driversofbattery-vehicles withatotalcapacityexceeding1m3anddriversofvehiclescarryingdangerousgoodsintank-containers,portabletanksorMEGCswithanindividualcapacityexceeding3m3onatransportunit,shallattendaspecializationtrainingcourseforcarriageintankscoveringatleastthesubjectsdefinedin8.2.2.3.3.8.2.1.4DriversofvehiclescarryingsubstancesorarticlesofClass1(seeadditionalrequirementS1inChapter8.5)orcertainradioactivematerial(seespecialprovisionsS11andS12inChapter8.5)shallattendspecializationtrainingcoursescoveringatleastthesubjectsdefinedin8.2.2.3.4or8.2.2.3.5.8.2.1.5Bymeansofappropriateendorsementsonhiscertificatemadeeveryfiveyearsbythecompetentauthorityorbyanyorganizationrecognizedbythatauthority,avehicledrivershallbeabletoshowthathehasintheyearbeforethedateofexpiryofhiscertificatecompletedrefreshertrainingandhaspassedcorrespondingexamination.Thenewperiodofvalidityshallbeginwiththedateofexpiryofthecertificate.共92頁第11頁附件B第8.2章關于機動車乘員的培訓的要求8.2.1關于司機的培訓的一般要求8.2.1.1裝有危險物品的機動車的司機應持有主管當局或該主管當局認可的機構頒發的證書，證明其已經參加過培訓課程并通過了關于運輸危險物品過程中應遵守的特別要求的考試。8.2.1.2裝有危險物品的機動車的司機應參加基礎培訓課程。培訓課程的形式應由主管當局認可。其主要目標是讓司機認識到運輸危險物品所產生的危險并向他們提供將事故發生的概率降到最低程度所必需的基本信息，并且，在事故確實發生時，使他們能夠為了自身安全、公眾安全以及環境安全而采取必要的措施，以限制事故造成的影響。該項培訓——其中應包括個人實際演練，應作為所有類別的司機培訓的基礎，并應至少涵蓋8.2.2.3.2中規定的科目。8.2.1.3用容量超過1m3的固定罐體或可拆卸罐體裝運危險物品的機動車的司機、總容量超過1m3的電瓶車的司機，以及在運輸裝置上用單個容量超過3m3的罐式集裝箱、便攜式罐體或MEGC裝運危險物品的機動車的司機，應參加罐體運輸的專門培訓課程，內容至少應涵蓋8.2.2.3.3中規定的科目。8.2.1.4運輸1類物質或物品（見第8.5章中的附加要求S1）或運輸某種放射性材料（見第8.5章中的特殊規定S11和S12）的機動車的司機應參加的專門培訓課程，內容至少應涵蓋8.2.2.3.4或8.2.2.3.5中規定的科目。8.2.1.5機動車司機應能夠通過主管當局或由主管當局認可的機構每5年一次在其證書上的簽注，證明其在證書到期日的前一年里，已經完成了后續培訓并已通過相應的考試。新的有效期從該證書的到期日開始計算。共92頁第12頁ANNEXB8.2.1.6Initialorrefresherbasictrainingcoursesandinitialorrefresherspecializationtrainingcoursesmaybegivenintheformofcomprehensivecourses,conductedintegrally,onthesameoccasionandbythesametrainingorganization.8.2.1.7Initialtrainingcourses,refreshercourses,practicalexercises,examinationsandtheroleofcompetentauthoritiesshallcomplywiththeprovisionsof8.2.2.8.2.1.8Alltrainingcertificatesconformingtotherequirementsofthissectionandissuedinaccordancewiththemodelshownin8.2.2.8.3bythecompetentauthorityofaContractingPartyorbyanyorganizationrecognizedbythatauthorityshallbeacceptedduringtheirperiodofvaliditybythecompetentauthoritiesofotherContractingParties.8.2.1.9Thecertificateshallbepreparedinthelanguageoroneofthelanguagesofthecountryofthecompetentauthoritywhichissuedthecertificateorrecognizedtheissuingorganizationand,ifthislanguageisnotEnglish,FrenchorGerman,alsoinEnglish,FrenchorGerman,exceptwhereotherwiseprovidedbyagreementsconcludedbetweenthecountriesconcernedwiththetransportoperation.8.2.2Specialrequirementsconcerningthetrainingofdrivers8.2.2.1Thenecessaryknowledgeandskillsshallbeimpartedbytrainingcoveringtheoreticalcoursesandpracticalexercises.Theknowledgeshallbetestedinanexamination.8.2.2.2Thetrainingprovidershallensurethatthetraininginstructorshaveagoodknowledgeof,andtakeintoconsideration,recentdevelopmentsinregulationsandtrainingrequirementsrelatingtothecarriageofdangerousgoods.Thetrainingshallbepractice-related.Thetrainingprogrammeshallconformwiththeapproval,onthesubjectssetoutin8.2.2.3.2to8.2.2.3.5.Theinitialtrainingandrefreshertrainingshallalsoincludeindividualpracticalexercises(see8.2.2.4.5).8.2.2.3Structureoftraining8.2.2.3.1Initialandrefreshertrainingshallbegivenintheformofabasiccourseand,whenapplicable,specializationcourses.8.2.2.3.2Subjectstobecoveredbythebasiccoursewillbe,atleast:(a)Generalrequirementsgoverningthecarriageofdangerousgoods;(b)Maintypesofhazard;(c)Informationonenvironmentalprotectioninthecontrolofthetransferofwastes;共92頁第13頁附件B8.2.1.6初始的或后續的基本培訓課程，以及初始的或后續的專門培訓課程，可以通過綜合課程的形式進行，由同一培訓機構在同一時機整體實施。8.2.1.7初始培訓課程、后續培訓課程、實際演練、考試、以及主管當局的作用應符合8.2.2的規定。8.2.1.8所有符合本部分要求并由一個立約方的主管當局或該主管當局認可的機構按照8.2.2.8.3中展示的式樣頒發的培訓證書，在其有效期內應得到其他立約方主管當局的承認。8.2.1.9證書上的語言應是頒發證書的主管當局或被認可的發證機構所在的國家的語言或語言之一，并且，如果該語言不是英語、法語或德語，還應同時使用英語、法語或德語表述，除非與該運輸操作有關的國家之間就此達成另外的協議。8.2.2關于司機的培訓的特殊要求8.2.2.1必要的知識和技能應通過包括理論課程和實際演練的培訓來傳授。相關知識應通過考試進行檢查。8.2.2.2培訓機構應確保培訓教官已良好地了解了并考慮了關于危險物品運輸的最新的規定及培訓要求。培訓應與實踐緊密相關。培訓計劃應在8.2.2.3.2到8.2.2.3.5規定的科目上符合認證的要求。初始培訓和后續培訓應當也包括個人實際演練（見8.2.2.4.5）。8.2.2.3培訓的結構8.2.2.3.1初始培訓和后續培訓應當以基礎課程的形式實施，并且，在適用的情況下，以專門課程的形式實施。8.2.2.3.2基礎課程至少應當包括下列科目：（a）用來規范危險物品運輸的一般要求；（b）主要的危險類型；（c）關于廢物運輸的控制中的環境保護的信息；共92頁第14頁ANNEXB(d)Preventiveandsafetymeasuresappropriatetothevarioustypesofhazard;(e)Whattodoafteranaccident(firstaid,roadsafety,basicknowledgeabouttheuseofprotectiveequipment,etc.);(f)Marking,labelling,placardingandorange-colouredplatemarking;(g)Whatadrivershouldandshouldnotdoduringthecarriageofdangerousgoods;(h)Purposeandthemethodofoperationoftechnicalequipmentonvehicles;(i)Prohibitionsonmixedloadinginthesamevehicleorcontainer;(j)Precautionstobetakenduringloadingandunloadingofdangerousgoods;(k)Generalinformationconcerningcivilliability;(l)Informationonmultimodaltransportoperations;(m)Handlingandstowageofpackages;(n)Instructionsonbehaviourintunnels(preventionandsafety,actionintheeventoffireorotheremergencies,etc.).8.2.2.3.3Specialsubjectstobecoveredbythespecia
