根據2004年8月28日第十屆全國人民代表大會常務委員會第十一次會議

《關于修改〈中華人民共和國學位條例〉的決定》修正）第六條高等學校和科學研究機構的研究生，或具有研究生畢業同等學力的人員，通過博士學位的課程考試和論文答辯，成績合格，達到下述學術水平者，授予博士學位：（一）在本門學科上掌握堅實寬廣的基礎理論和系統深入的專門知識；（二）具有獨立從事科學研究工作的能力；（三）在科學或專門技術上做出創造性的成果。2我院對博士畢業學術論文的要求1、發表學術論文的基本要求(需滿足下列條件之一) (1)在國際主要學術期刊或國內一級學會的一級學報(如測繪學報、遙感學報、地理學報、電子學報、計算機學報等)上發表1篇與博士學位論文相關的學術論文。 (2)在“985工程”或“211工程”大學的學報上發表2篇內容不重復、并與博士學位論文相關的學術論文，其中至少有1篇在申請答辯時已被刊出。
