1.Applicability.

Thisdocumentprovidesguidancetotheperson,persons,orcompanyproposingto

establishaFuelingSafetyProgramtomeettherequirementsof14CodeofFederal

Regulations(CFR)part139.321(b).

2.Purpose.

Thepurposeofthisdocumentistosetforththestandardsacceptabletothe

AdministratorforaFuelingSafetyProgramandtoprovideappropriateguidancefor

addressingthesubjectsinthisprogram.

3.Explanation.

FuelingSafetyProgramsarealsoknownasFuelingSupervisoryCourses,LineService

SupervisoryTraining,andFireSafetyTraining.Theintentofthesecoursesistoensure

thatsupervisoryfuelingpersonnelrecognizetheimportanceofaircraftfuelingsafetyand

areequippedtoinstructintheprinciplesthatwillensuresafetyduringfuelingoperations

onairports.

4.Introduction.

Fuelingsafetyisanimportantpublicsafetyissue.Failuretoadheretosafeoperating

procedureswhenfuelingaircraftandtransportingfuelfromonelocationtoanotheron

theairportcanresultinaccidents.Fuelingproceduresandpracticeshavebeen

designedtominimizetherisksassociatedwithflammablematerialsfortheprotectionof

fuelersthemselves,otherairportpersonnel,andthepublic.Instructinginthissubjectisa

vitalandnecessarypartofairportsafety.

Thetrainingaddressedbytheseguidelinesshouldbecoveredwithin16-18hoursof

classtimeandmayincludehands-ontrainingordemonstrations.Itistheresponsibilityof

curriculumdevelopmentpersonneltoensurethattheminimumsubjectcontent,identified

below,isaddressedsincetheseareexplicitlyidentifiedin14CFRpart139.Itis

recommendedthatenhancementstostudents'understandingofsafetybeincluded

whereopportunitiesarepresented.
