17、告后即啟動應急機制。進入應急狀態(tài)。施工現場實施預防措施。各項準備工作隨時進行方案實施。6 預防檢查 災害性天氣發(fā)生前，工程項目部要對現場的臨建設施及圍擋墻、基坑設施、塔吊及垂直運輸機械、腳手架工程、施工用電等重點項目進行緊急檢查。 6.1 臨建設施及圍擋墻 檢查宿舍、辦公用房、廁所及磚砌圍墻、宣傳墻有無裂縫、傾斜、變形。不穩(wěn)固或有安全隱患的，要采取加固、翻修等措施，嚴重的要拆除重建。 6.2 基坑設施 檢查基坑邊坡支護及基坑周邊土質的變化，對毗鄰街道、建筑物、構筑物的基坑要重點檢查。達不到要求的要采取加固和隔離措施。6.3 塔吊及垂直運輸機械 檢查塔吊的基礎設施、塔身、塔臂和鋼絲繩的安全狀況，

18、重點檢查多塔作業(yè)以及安裝在鄰近基坑、高壓線、建筑物、構筑物的塔吊，如達不到安全要求和安全距離的必須拆除。塔吊因惡劣天氣停止使用前，要對標準節(jié)螺栓進行緊固，將吊鉤升至上限位處，塔臂順風向停靠，切斷電源，提高設備的抗風能力，嚴禁采用繩索固定等方式控制塔臂的旋轉。6.4 腳手架工程 檢查落地式腳手架的基礎沉降、架體拉結的安全狀況。確保架體與建筑物的可靠拉結，是防止腳手架倒塌的重要措施。采取有效措施，加強腳手架操作層防護、卸料平臺安裝使用、大模板支撐系統(tǒng)管理和臨邊及洞口安全防護設施等防范，安全網等安全防護設施要保持完整性，不得隨意拆除。6.5 施工用電 檢查施工用電的總配電箱（配電室）、分配電箱、開關

19、箱的安全防護，做好防雨雪、冰凍的措施。7 方案實施災害性天氣發(fā)生后，要實施重點監(jiān)控。 1）要加強對基坑壁支護的觀測，確保基坑周邊防護有效，并設置明顯的警示標志。基坑要設置有效的排水措施，大雪天氣要及時對基坑周邊積雪進行清掃，防止基坑側壁承載力過大造成塌方。 風速四級以上應停止易產生揚塵的作業(yè)， 高處作業(yè)人員應采取有效的防滑措施， 2） 風速五級風以上禁止高處作業(yè)。嚴禁雨雪、大風和強降溫等惡劣天氣強行組織室外施工作業(yè)，同時不得進行腳手架、安全網等防護設施的拆除工作。嚴禁在雨雪、冰凍、大風天氣進行塔吊等設備的拆裝。 3）大雨、大雪和冰凍天氣要及時清除施工現場的積水、積雪和積冰，及時清理屋面包括臨建
