becausethemosteffectivemechanismforpromotingrapidtechnologyinnovationisthe

market,withincentivesfbrentrepreneursandrewards,throughpatents,forinventors.But

governmentsstillsharesubstantialresponsibilityformakingtechnologytransferwork
