3.1TheEuropeanUnion

BackgroundKnowledgeTheEuropeanUnion(EU)isaneconomicandpoliticalunionof27memberstateswhicharelocatedprimarilyinEurope.TheEUtracesitsoriginsfromtheEuropeanCoalandSteelCommunity(ECSC)andtheEuropeanEconomicCommunity(EEC)formedbysixcountriesin1958.IntheinterveningyearstheEUhasgrowninsizebytheaccessionofnewmemberstates,andinpowerbytheadditionofpolicyareastoitsremit.TheMaastrichtTreatyestablishedtheEuropeanUnionunderitscurrentnamein1993.ThelastamendmenttotheconstitutionalbasisoftheEU,theTreatyofLisbon,cameintoforcein2009.TheEUoperatesthroughahybridsystemofsupranationalindependentinstitutionsandintergovernmentallymadedecisionsnegotiatedbythememberstates.ImportantinstitutionsoftheEUincludetheEuropeanCommission(歐洲委員會(huì)),theEuropeanParliament(歐洲議會(huì)),theCouncilofMinisters(部長會(huì)議),theEuropeanCourtofJustice(歐洲法庭),theCourtofJusticeoftheEuropeanUnion,andtheEuropeanCentralBank.TheEuropeanParliamentiselectedeveryfiveyearsbyEUcitizens.TheEUhasdevelopedasinglemarketthroughastandardizedsystemoflawswhichapplyinallmemberstatesincludingtheabolitionofpassportcontrolswithintheSchengenarea,whichensuresthefreemovementofpeople,goods,services,andcapital,enactslegislationinjusticeandhomeaffairs,andmaintainscommonpoliciesontrade,agriculture,fisheriesandregionaldevelopment.

Amonetaryunion,theEurozone,wasestablishedin1999andiscurrentlycomposedofseventeenmemberstates.ThroughtheCommonForeignandSecurityPolicytheEUhasdevelopedalimitedroleinexternalrelationsanddefence.PermanentdiplomaticmissionshavebeenestablishedaroundtheworldandtheEUisrepresentedattheUnitedNations,theWTO,theG8andtheG-20.Withatotalpopulationofover500millioninhabitants,in2010theEUgeneratedanestimated26%(US$16.282trillion)oftheglobaleconomy,or20%(US$15.170trillion)whenadjustedintermsofpurchasingpowerparity.
