當今世界，大規模殺傷性武器已成為國際安全的重大威脅。然而，現如今核武器擁有國以及對掌握核武器依然有企圖的國家越來越多，從而導致核戰爭的威脅就越大。倘若核武器投入使用的話，那整個地球可能將面臨毀滅，即使不被直接毀滅，也必將是“核冬天”籠罩著地球而走向毀滅。

Nowadays,weaponsofmassdestructionhasbecomeamajorthreattointernationalsecurity.However,thecountryisnowthecountryhasnuclearweaponsandnuclearweaponsarestillattemptingtograspmoreandmore,leadingtothegreaterthreatofnuclearwar.Ifputtousenuclearweapons,thenthedestructionoftheentireplanetmayface,ifnotdirectlydestroyed,willalsobethe"nuclearwinter"envelopedtheEarthanddestruction.

由于認識到核問題的嚴重性，美國一直努力防止核武器擴散以及計劃核武器的裁軍，與其他國家一道尋求強化《不擴散核武器條約》，擁有承諾會大規模削減核彈頭的核裁軍計劃，并呼吁所有國家銷毀核武器，從而走向“全球零核”。Recognizingtheseriousnessofthenuclearissue,theUnitedStateshasbeentryingtopreventtheproliferationofnuclearweaponsanddisarmamentofnuclearweaponsprogram,togetherwithothercountriesseekingtostrengthen"theNPT",haspromisedtocutnuclearwarheadsmassiveprogramofnucleardisarmamentandcalledonallcountriesdestructionofnuclearweapons,andthusto"globalzero."

而一些國家仍在與世界人民背道而馳情況下試圖擁有或者甚至已經擁有核武器，例如朝鮮，于2003年退出《不擴散核武器條約》后，多次進行核實驗，并宣稱擁有核武器，乃至在2013年2月12日，朝鮮仍不顧各方反對，進行了第三次核試驗。這是朝鮮在對現行國際法體系進行挑戰。由于朝鮮對原子彈的使用具有不可預測性，朝鮮已經對國際秩序造成威脅。Somecountriesarestillpeopleintheworldandthenext,orevencontrarytothecasehavebeentryingtohavenuclearweapons,suchasNorthKorea,in2003Exit"NPT"afterrepeatednucleartestsanddeclaredpossessionofnuclearweapons,evenonFebruary12th,2013,NorthKoreastillignoringoppositionparties,carriedoutathirdnucleartest.ThisisNorthKoreaintheexistingsystemofinternationallawtochallenge.DuetotheuseoftheatomicbombNorthKoreaisunpredictable,NorthKoreahascreatedathreattotheinternationalorder

同樣的，伊朗在加入《不擴散核武器條約》后，依然不顧反對的重啟核燃料研究與鈾濃縮活動，致力于獲取敏感的核能力，而美國認為對于獲取這種核能力的努力的唯一解釋，就是它是核武器計劃的一部分。由于這些國家所作所為有可能改變當地國際政治結構，打破目前的平衡，使國際上出現激烈的核備軍競賽。并且在對這些國家多次翰旋與談判中，其態度依舊強硬，并未起到大的作用。

Similarly,theIranianadding"NPT",despiteoppositionstillrestartnuclearresearchanduraniumenrichmentactivities,dedicatedaccesstosensitivenuclearcapabilities,andtheU.S.effortstoobtainnuclearcapabilitiesofthisuniqueinterpretationbelievesthatItispartofanuclearweaponsprogram.Becauseoftheactionsofthesecountriesmaychangethelocalstructureofinternationalpolitics,tobreakthecurrentbalance,sothatthefiercecompetitionnuclearmilitaryequipmentappearinternationally.Inseveralofthesecountries,andJohnspinandnegotiations,itisstillatoughattitude,didnotplayabigrole.

所以考慮到擴散核武器會讓發生核戰爭的危險嚴重加重，而一場核戰爭將使全人類遭受浩劫，因而需要全力避免發生這種戰爭的可能性，美國希望與各國一道制定切實有效的制裁方案，以保障各國人民安全以及世界的和平發展。鑒于此，美國完全支持并嚴格執行聯合國安理會第1747（2005）號決議、第2050(2012)號決議、第2087(2013)號決議、第2094(2013)號決議。

Therefore,takingintoaccounttheriskofproliferationofnuclearweaponswillseriouslyaggravatetheoccurrenceofnuclearwar,andanuclearwarwouldmakemankindsuffercatastrophe,whichrequiresefforttoavoidthepossibilityoftheoccurrenceofsuchawar,theUnitedStateswantsthecountriestodevelopeffectivesanctionsprogramtoprotectthesecurityandpeacefuldevelopmentofallpeoplesoftheworld.Inviewofthis,theUnitedStatesfullysupportsandstrictlyenforcetheUnitedNationsSecurityCouncil(2005)Resolution1747,No.2050(2012),resolutionNo.2087(2013),resolutionNo.2094(2013)resolution.

美國認為：1.核國家應保證不直接或間接把核武器轉讓給非核國家;2.非核國家應保證不制造核武器，不直接或間接地接受其他國家的核武器轉讓，不尋求或接受制造核武器的援助，也不向別國提供這種援助;3.各國應譴責朝鮮進行的所有核活動，督促朝鮮以完全、可核查和不可逆的方式放棄所有核武器和現有核計劃，并立即停止所有相關活動；TheUnitedStatesbelieves:

1nuclearstatesshouldensurethatthetransferofnuclearweaponstonon-nuclearcountriesthatdonotdirectlyorindirectly;2non-nuclearcountriesshouldguaranteenottoproducenuclearweapons,directlyorindirectly,toacceptnuclearweaponstransfersfromothercountries,nottoseekoraccepthelpmakenuclearweapons,nortoprovidesuchassistancetoothercountries;

3StatesshouldcondemnallnuclearactivitiesintheDPRK,urgingNorthKoreatocomplete,verifiableandirreversiblemannerabandonallnuclearweaponsandexistingnuclearprograms,andtoimmediatelyceaseallrelatedactivities;

4.只要朝鮮愿意收回其退出《不擴散核武器條約》的宣告，并接受國際原子能組織的全面檢查，美國愿意提供必要的經濟、物資援助，并派遣專家團隊援助朝鮮的基礎設施建設;5.美國將極力保持亞太地區的和平穩定，保留一切有效的手段保證半島無核；6.國際社會應要求伊朗停止核燃料研究活動以及鈾濃縮活動，接受國際原子能組織的全面檢查，并保證遵循第二條建議；7.美國愿意全力為防止核武器擴散與制止核備軍競賽而努力，并著手準備以核裁軍為目標的有效措施，但只要世界上有核武器存在，美國將保留一個安全和有效的核武庫以保持威懾。4aslongastheDPRKiswillingtowithdrawitswithdrawal"oftheNPT,"thedeclarationandundergoacomprehensiveinspectionoftheInternationalAtomicEnergyAgency,theUnitedStatesiswillingtoprovidethenecessaryfinancial,materialaid,anddispatchedateamofexpertsaidinfrastructureDPRK;

6Theinte
