2、opment P rogramme,Reafirm ing that UND P p lays a sig nifica nt co-ord in ati on role for the Un ited Nati ons activities in the field of devel opment,Reafirming also that UNDP's network links and coordinates global and national efforts to reach these MDGs, and our focus is helping coun tries bu

3、ild and share soluti ons to the challe nges of democratic gover nan ce, po verty reducti on, crisis p reve ntio n & recovery, en vir onment & en ergy and HIV/AIDS,Bearing in mind the Millennium Development Goals by 2015 which is passed by all 193 Member States of Un ited Natio ns, world lead

4、ers have p ledged to achieve the Mille nn ium Devel opment Goals, i ncludi ng the overarch ing goal of cutt ing po verty in half by 2015,Expressing its satisfaction that we have made significant progress in reducing poverty since 1990, in that the po verty rate dropped from 46 per cent to 27 per cen

5、t, the share of underno urished popu lati ons decreased from 20 per cent in 1990-1992 to 16 per cent in 2005-2007,Having considered the targets have not been fully achieved and there are only three years left before we meet the deadli ne 2015, a lot of impro veme nts are still n eeded, Approving the

6、 active effect of intern ati onal coop erati on and multilateral n egotiati ons among coun tries and regi ons,Cognizant that the Mille nn ium Devel opment Goals by 2015 are com mon goals of the world, all states should take every effort to achieve these goals,'s economy inBelievi ng that both de

7、vel oped coun tries and less devel oped coun tries can make great con tributes to reduc ing po verty through treme ndous en deavor, Aware of the negative impact of globalfinancial crisis on the world 2009, and to go through it as soon as p ossible,Contemplating the limitation of humanitarian assista

8、nee and the importanee of a susta in able devel opment, and to find soluti ons to acco mp lish it,Emphasizing the necessity of the transparency of the flow of the money especially don ated mon ey, and to track the flow of don ati ons,Recalli ng MDG rep orts, MDG gap task force rep orts, regi onal MD

9、G rep orts, re ports by the Un ited Nati ons Secretary-Ge neral, other UN rep orts, mille nn ium p roject report and human develo pment reports published by UNDP from 1990 to 2011, Further recalling precious resolutions of GA and ECOSOC related with MDGs,1. Urges states to un dertake additi onal eff

10、orts to devel op microfi nance which caters for the circumsta nces of each sate;(a) Urges states to enl arge the scale of microfi nance in stituti ons, MFIs should be on a wider p latform in the world;(b) Considers making good use of Micro credit Summit Campaign, holding a routine meeting every year

11、 and Member States will make a report on the microfinance development and share the experience at summits;(c) Encouragesmicrofinance institutions to not only lend loans but also do some subsequent work;(i ) Further invites microfinance institutions to set a supervisory system to ensure the money is

12、not chucked away;(ii) Also further in vites microfi nance in stituti ons to set a helping system made up with professionals to provide professional help when the borrowers in trouble;(d) Has resolvedto innovate by using free money to issue loans by private investment, solve the problems of defaultin

13、g through legislation and in the meantime sets a mechanism of preventing risk;(i ) Requestsguarantees to assume the civil liability of borrowers and fulfill the responsibilities of repayment when lenders refuse to repay;(i) Achievesthe protection of banks and punishment of misfeasors in microfinance

14、 by public right through legislation;(iii) Further resolves that i nsura nee in stituti ons should pro vide an in sura nee: bank are required to purchase a kind of insurance in the insurance agency when the bank provides micro-credit, subsequently the insurance agency is obliged to pay part of the p

15、enalty for breach of contract when accommodators refuse to repay;(e) Affirms UNDP to divide the world into several regions and every region will have its on microfinance mechanism and cooperation based on six main microfinance modes;2. Calls for mutually beneficial assistance to undeveloped countrie

16、s;3. Provides a great number of soft loans to develop water economy and agriculture as well as other segments;4. Express its hopefor states to strengthen infrastructure construction;(a) Recommendsstates toavoid repeated construction waste. Make sure that aid funds from other countries are reasonable

17、 used;(b) Encourages states to found the city infrastructure construction coordination leadership team between the donor countries and the recipient countries;(c) Recommendsstates tohelp strengthen or build water conservancy construction of the poor areas in the technology;(d) Further recommends sta

18、tes to built bridges, roads to ensure the transport in poor areas;(e) Further encouragesstates tobuilt and reform electrical facilities in poor areas;5. Drawsthe attention to assistance of analysis;(a) Stressesthe importance of the analysis to the policy of government of less developed countries;(b)

19、 Authorizes to use the funds donation from developed countries and NGOs to offer the assistance;(c) Urgesthe UNDP to send a team of experts to undeveloped which apply for the analysis assistanc;e(d) Urges experts to survive the economy situation and the situation of the poverty and get figure about

20、it;(e) Recommendsexperts to analyze about the product that can be developed with the investment of government on them;(f) Suggestsexperts to analyze how government policy works in narrowing the gap between the poor and the rich and providing the possible improving way;s6. Encouragesassistance for cr

21、eating a sustainable indust;ry(a) Stressesthe advantage of creating a sustainable industry comparing with the direct fund or food assistance;(b) Urges the UNDP to provide assistancewhich is multifarious instead of simple fund assistance;(i ) Sendsexperts to analyze the product and the market to help

22、 people find the right strategy of the industry;(ii) Helps train people and sp read the exp erie nee for the p roduct and to in vest in the factories for the product;(iii) Pro vides the tech no logy, funds and other n eeessary support to the p roduct after it is created;7. Emphasizes the assistance

23、from governments to developed agriculture;(a) Express its hope that countries, especially developed countries set up subsidy programs for farmers and provide funds to support it;(b) Suggestspublicizing the program and make more farmers know the program;(c) Recommendsthe program to provide seeds, fer

24、tilizer and agriculture tools to the farms;(d) Suggeststhe program organize experts to help farmers choose the proper crops and increase the output. Suggest also the program organize the farmers to share the experience about agriculture;(e) Requiresthe operators of programs to make the process of th

25、e program and the list of cost public and hand in a literary report it every year;(f) Suggestssend task forces to survey and report about the result of aid programs;(g) Requires task force to get the situation that people who accept the aid and how the program works to help them;(h) Suggestscarrying

26、 out innovation solutions to provide assistancelike electronic card and so on;8. Requiresto change the attitude and the policy to the poor people, and let the poor people use the land and not damage their houses and give confidence to the people, and set up legal residential area renovation project;

27、9. Urges to improve people's living conditions and provide them medical services and garbage collection and to give them necessary dignity and social status;10. Considers promoting Conditional Cash Transfer programs especially for the next time investment,(a) Confirms to lend money to the poor p

28、eople for educating their children to make them grow healthily, , prevent the inter-generational transmission of poverty,(b) Confirms that CCT'sterm and number of capital depends on different degrees of poverty;(c) Invites states in this program use cash transfer payments for the female to impro

29、ve women's discourse right;(d) Encourages residents to begin self-help activities;11. Urges to protect the poor families from unemployment, illnesses or other income shocks which would bring serious consequences;12. Suggests the countries promote “ Sout-hSouth cooperation a”nd “Nort-hSouth dialo

30、gue ; ”13. Calls for reform and strengthening of the financial and economic system, countries should increase their capital investment to restore confidence and trust of the global economy which is entering a sustained growth track;14. Recommendsinternational financial institutions help the countrie

31、s interested promote CCT;15. Takes note of the importance of women in community governance value and function, and try to guide and give aid to the women;16. Takes notes ofthe limitation of the information sharing on investment database set up by the UNIDO which contains the information of enterprises operating in Africa, regional economic growth, resent investment and its trend;17. Emphasizesto perfect the current database into a more available one for African count
