1、引言：縣級圖書館是縣級文化建設的主要陣地，也是縣級文化服務的重要場所。縣級圖書館的事業發展對整個縣的現代化進程，對提高全民素質，促進政治經濟文化和社會的協調發展具有重要意義。一、現狀淺析在美麗的神木縣城、麟州街北段，坐落著一座清雅而秀美的“文化園”神木縣圖書館。本館建筑面積約1.2萬平方米，總投資約8000萬元，于2010年12月建成投運，并免費對外開放，是陜西省面積最大的縣級圖書館。圖書館設施設備完善，功能布局合理。現有藏書近30萬冊，中外文報刊800多種，光盤等電子讀物近5000張，閱覽座位1000多個。館內設有：圖書借閱區，報刊閱覽區，電子閱覽區，視聽文獻區，珍貴文獻閱覽區，少兒借閱區，

2、視障閱覽區，幼兒活動區，辦證處等16個服務場所.圖書館采用SIRSI UNICORN管理系統。采編、流通、辦證和書目搜索等業務實現了自動化。圖書館運行管理規范，工作成績優異。館內現有工作人員60人，設有辦公室、采訪編目部、讀者服務部、流通閱覽部、信息技術部5個部門。圖書館全年360天對外開放，能夠充分滿足讀者的借閱要求。2014年讀者流通總量達44.2萬人次，辦理讀者證3000多張，外借圖書16萬冊次，舉辦各類讀者活動188次。幾年來，圖書館的工作得到有關機構和社會的充分肯定。神木縣圖書館是各種設施比較齊全的圖書館，為了擴大讀者數量，提升全縣人民的文化素質，推動文化建設的發展。本文根據圖書館的

3、實際情況，主要從豐富館藏，提高館員素質，閱讀推廣三方面獻計獻策。并且，提出了神木縣圖書館未來的發展方向。二、對策和措施1.豐富館藏、以人為本、吸引各階層讀者一個縣級圖書館的文獻資源是開展閱讀推廣的基礎，沒有數量豐富且受到廣大讀者歡迎的文獻資源，閱讀推廣也就成為無源之水，無本之本。所以，圖書館要做好各種書籍的購置。使購置的書一定要種類豐富，精挑細選，質量過硬，杜絕盜版，適應于各行各業的人群閱讀。同時，一個縣級圖書館要豐富特色資源的建設，例如地方文獻的收集和利用，這樣，不僅能使讀者了解地方性特色文化，吸引更多的讀者，而且，能使圖書館更好的實現其自身價值。2.組織學習，提升館員綜合素質一名合格的圖書

4、管理員除了應該熟悉和掌握圖書館的各種知識，如書籍的分類，排架和索引外，還應該跟上時代的步伐。因為隨著目前數字化，網絡化的沖擊，對圖書管理人員的素質有了更高的要求，其工作重點已從過去單純的記錄書名、借書和還書時間、等舊式手工服務，已轉變為自動化服務。這就要求圖書管理員要掌握現代化的圖書管理技術，計算機基本技能，和網絡技術，熟練應用網絡檢索工具，具有較強的信息收集和處理能力，能用現代化的手段為讀者提供信息服務。總之，一個優秀的圖書管理員素質不僅停留在服務態度這一表面層次上，只有做到不斷學習，與時俱進，創新創意，才能更好的適應圖書館事業發展的需要。3.提升服務效率，大力開展閱讀推廣3.1加大縣級圖書

5、館的宣傳力度在傳統的方法上，縣級圖書館可以展開各種宣傳推薦工作。如張貼宣傳標語、掛橫幅、制作宣傳單等，還可以根據自己資源的種類，建立基層流通點，定期流通各類文獻資源，或館內主動送書等。2012年，神木縣圖書館各流通科室通過增加新書推薦展架，進行每周書刊宣傳，通過推薦海報圖書進行每月書刊宣傳。并且，最近幾年。神木縣圖書館創新性的打造了傳統媒體，新型媒體相結合的閱讀推廣平臺。不僅通過傳統的電視臺，電臺、海報、短信等方式開展宣傳，同時還通過圖書館網站，新浪官方微博、騰訊官方微博、微信、QQ群、手機、電子大屏幕、海報等互動渠道，為讀者提供實時在線的閱讀推廣服務。這樣，不但為讀者帶來了全新的閱讀體驗，而

6、且也收到了良好的效果。3.2開辦各種講座和培訓班圍繞一定的主題、專題或作家作品，邀請有關專家作學術報告，專題講座，結合進行書刊文獻的介紹評價，這種方式，既可以是學術報告，也可以是科普、音樂、美術或時事講座。3.3系列活動品牌化在認真完成基礎服務工作的同時，神木縣圖書館充分利用館舍與館藏，開展“閱讀游園會”、“閱讀沙龍”、“閱讀夏令營”、“小皮球故事匯”、“小蜜蜂志愿管理員體驗營”，等定期系列閱讀推廣活動。通過豐富多樣的定期推薦活動，引導讀者多讀書，讀好書。提高讀者的閱讀興趣，閱讀品味以及文化修養。同時，通過征集確定活動logo，組織文化建設等環節，實行活動品牌化運作。通過打造系列品牌，提升了活

7、動的知名度與影響力，增強了活動的可持續性。3.4節日活動主題化2011年至今，神木縣圖書館依據節日特點，開展了形式多樣的主題閱讀推廣活動，每個節日確定一個主題，引導讀者就該主題或知識點展開討論、交流和分享。例如“元宵燈謎會”“書香話中秋”“重陽三重奏”等。節日主題活動不僅從內容上細分了閱讀點，以吸引具有不同興趣與愛好的讀者參與，同時也形成了便于操作的工作模式。例如“元宵燈謎會”、關注的主題為傳統燈謎格式及猜謎知識。“書香話中秋”，關注了各地中秋節的飲食文化。重陽節的“重陽三重奏”則針對老年讀者開展送書上門借閱服務等，都是節日活動主題化的體現和升華。三、發展方向1.利用手機閱讀，拓展圖書館閱讀服

8、務功能手機閱讀的興起正在拓展和變革閱讀領域。手機閱讀服務的目標，應該是作為紙質閱讀的補充，網絡閱讀的延伸，是數字閱讀的重要組成部分。手機閱讀為圖書館的服務帶來了新的元素，可使圖書館在保留傳統閱讀服務的同時，向讀者提供增值的服務。圖書館可充分利用手機這個新媒體來拓展和創新圖書館的閱讀服務功能，實現圖書館的圖書，期刊、報紙、光盤、電子文獻等信息的在線，實時閱讀，提供24小時全天候的智能化服務，開辟一種全新閱讀方式，使先進通訊技術與圖書館服務相結合，創立圖書館信息傳遞的新模式。2.建設數字圖書館，實現數字資源共享傳統圖書館主要以紙質印刷圖書館文獻為主，而互聯網的出現，對人類文化結構的變動產生了極大的

9、影響，以電子信息資源為主體的數字圖書館也就順勢而生。現代文化領域百花齊放，圖書館只有具備現代化，自動化、網絡化、數字化等功能，才能適應發展需要。而且，一個圖書館的藏書是有限的，不可能滿足每一個讀者的需求，它無法將人類整個文化發展所留下的經典，全部收藏起來。所以，就需要加強圖書館和圖書館之間的交流和合作，合理的配置圖書資源，實現化散為整，實現圖書館資源信息的共享！結束語神木縣圖書館秉承“民主、和諧、創新、發展、”的管理理念，“平等、免費、惠及全民”的辦館思路和“讀者第一，服務至上”的服務宗旨。全館員工將以更加飽滿的工作熱情，更加勤懇的工作作風，為全縣人民提供一流的文獻借閱服務，為建設文化強縣作出
