Phase IIn orderto ensurethe smoothhandoverof thisprojectandunifythe completionacceptanceprocedure ，it is hereby to establish this regulation. The completion and acceptance of all unit works of this project should be implemented accor

2、ding to this regulation.1. Preparation basis1.1Relevant articles of general contract of Angola SHP K.K. Phase I1.2Current acceptance regulations in China;1.3Relevant requirements of the employer.2. The principle of completion acceptanceThe completion acceptance is divided into two stages, substantia

3、l completion and final acceptance.1.1Substantial Completion (unit work) acceptanceblock as its unit work;1.1.2Communitymunicipal works:Conductcompletion acceptancebasedonregardingallspecialties as the unit work;1.1.3Municipalroad project, trafficengineering,roadlandscapegreeningproject:conductaccept

4、ance in sections according to mileage determined based on road number;1.1.4Municipaldrainage,sewage, watersupplyandreclaimedwater project,roadlighting,municipalelectrictransmissionlineandcommunication project:conductacceptanceinsections according to mileage determined based on road number;transmissi

5、onproject, 60KV transmissionline, conductacceptance according to the unit works respectively;according to unit works based on blocks and power supply unit;treatment plant should carry out acceptance according to the mileage determined based- 1 -on road number;1.1.8Sewage plant and water treatment pl

6、ant carries out acceptance based on the independentstructures and municipal works inside the plant as the unit project;1.1.9Water delivery pipelines and water intake pump room carries out acceptance according tothe unit work;1.1.10Open ditches, conduct acceptance according to the mileage following t

7、he scope.1.2 Final (unit work) acceptance1.2.1Buildingsand communitymunicipal works,switching post, substation, box-typetransformer and 15KV transmission line , 0.4KV power lines, power monitoring system:conduct acceptance based on block as its unit work;1.2.2Municipal road project, traffic engineer

8、ing, roadlandscape, municipal drainage, sewage,water supply and reclaimed water project, road lighting and telecommunication project:conduct final acceptance according to each whole road;1.2.3The power supply lines from the municipal inspection well to the sewage plant and watertreatment plant: cond

9、uct final acceptance according to the road;1.2.42A, 2B substation of high voltagetransmissionproject, 60KV transmissionline, conductacceptance according to each system respectively;1.2.5Sewage plant and water treatment plant carries out acceptance based on plant boundaryas the unit work;1.2.6Water d

10、elivery pipelines and water intake pump room: carries out final acceptance basedon water supply system as the unit work;1.2.7Open ditches: Conduct final acceptance according to the open ditch as unit work.3. Acceptance application conditions3.1Project entityThe housing construction and the auxiliary

11、 utilities have been completed according to the design, they have completed the operation test on the relevant system, they can meettherequirementsofusagefunction.i.e.Civilworks,watersupplyanddrainage,electricity and elevator all have been completed, all indoor and outdoor pipelines havebeencomplete

12、d,allthepipelines,communitymunicipalroad,greening,- 2 -telecommunications, power supply and drainage works that accompanied to this unit project and the relevant civil works related to the control room, operation room and equipment basement have been completed, the relevant workmanship or equipments

13、 also have been installed and completed, the system test is qualified.and have been qualified after joint commissioning, the safety production and environment protection meet the requirements, it has formed production capacity andusage function, it possesses the production capacity and usage functio

14、n stipulated in the design documents.Municipal works： the engineering such as municipal road，greening ， telecommunication，power supply，water supply and drainage etc. have been completed according to thedesign drawings, the acceptance of pump must meet the requirements and should bequalified, the gar

15、bage in the pipe should be cleaned, the tap-water pipe is still neededto clean and disinfect. After the construction of underground pipes, the covered soilshould be tamped in layers to ensure the quality of road. And the corresponding completion test has passed and has possessed the corresponding us

16、age functions.some special materials can not be resolved in the short time, or although the works have not completed according to the contents stipulated in the design, but they have less impact on the production and usage, they also can be submitted for completionacceptance. Such as: the houses and

17、 outdoor pipes in the block have been completed,but some of the non-essentialfacilitieshavenot completedas a whole,the houseconstruction department is allowed to submit the undergoing construction project forcompletionacceptance.Whilecarryingoutacceptanceontheseprojects,theshortage equipment, materi

18、al and incomplete project should be listed, make out the reason and submit to the engineering department for decision making. When theseequipment, material or incomplete project have been completed or constructed, they should be still submitted for additional acceptance according to the above method

19、s.- 3 -3.2Engineering filesThe quality control sheet during the construction process: complete, accurate.As-built drawing: complete, accurate.Equipment Operations and Maintenance Manual: complete.4. Completion and acceptance process4.1 Substantial Completion acceptance4.1.2 Each department shall org

20、anize the engineering, technology and quality department to carryout self-inspection.Basedonthesituationandconditionoftheproposedcompletionacceptanceengineering,thedepartmentconductsself-inspectionaccordingto therequirementsofconstruction drawings, contract regulations and acceptance standards.Onthe

21、basisofthe principal of carefulness and preciseness, carry out comprehensive inspection: whetherthe works have been completed according to the design drawings and relevant requirements,whether the engineering quality has reached the Chinese national quality acceptance criteria,whether the completion

22、 documents ( implemented according to the management regulationontheas-built documentsforAngola SHP K.K.PhaseI) arecomplete andcanmeettheacceptanceconditionsetc. Aftertakingcomprehensive,strictand carefulinspectionanddetermining that they have met the design requirements of construction drawings and

23、 thecompletion acceptance standard, fill out and submit theCompletion Acceptance ApplicationTable(see Appendix 2) to the engineering department of CITIC engineering department.4.1.3Verification of CITICThe engineering department is responsible for check whether the proposed unit work foracceptanceca

24、n meettherequirementsofhandoverofthesubstantialcompletionacceptanceworks,itmainlycheckswhetherallconstructioncontentshave beencompletedorwhether thecompletiondocumentshavebeen preparedcompletelyetc.- 4 -Oncetheengineering department confirms thatit can meetthe completionacceptancestandard, after cou

25、ntersigning agreement on theCompletion Acceptance Application Table,it shall be submitted to the quality supervision office of design department.Afterthequality supervisionoffice of designdepartmentreceiving theCompletionAcceptance Application Tablecountersigned by engineering department, check whet

26、her allpartial and section works pass the inspection, and according to the project quality conditioncontrolled by supervision engineer, the office should sign the comments on theCompletionAcceptance Application Tableto indicate whether the office agrees to accept and submit tothe engineering departm

27、ent.Ifthecompletionacceptanceisnotagreed,theengineeringdepartmentshallberesponsibleforsuperviseandrectifytheinconsistentitems,afterthecompletionofrectification; it should be submitted to the engineeringdepartment againfor acceptanceapplication.CITIC carries out internal completion acceptance.When th

28、e engineering department and design department of CITIC all agree to carry outcompletionacceptance,theengineeringdepartmentshallorganizetherelevantdepartments and personnel of CITIC and the chief engineer, production manager, technical,quality, engineering and other related personnel to carry out in

29、ternal acceptance jointly.When it fails to pass the internal acceptance, the engineering department shall organizeandpreparecorrectivemeasureandrectificationimplementationplanon theissuesfounded,andshouldsubmittoCITICforapprovalwithintwodays,andshouldberesubmitted for acceptance after rectification

30、according to the plan.External acceptance- 5 -After passing the internal acceptance, the supervising office and TPF shall determine thecompletionacceptanceitems and dates,issuetheCompletionAcceptanceNotice(seeappendix 3) to the applicable department and make a copy to engineering department.Once rec

31、eivingtheCompletionAcceptanceNotice,theengineeringdepartmentshallorganize the relevant personnel in the related construction project management office toarrive on time.4.1.6Rectification of defectsAfter the acceptance of TPF, the quality supervision office shall be responsible for collectthe Quality

32、 Defect Schedule (punch list ) (indicate the main defects and minor defects inthe table).Wherethe main defects are thoseitemsthatshould be rectifiedbeforeTPFsigning theQuality Completion Acceptance Record for Unit Works,the minor defects arethose can be ignored while carrying out completion acceptan

33、ce， but the items should berectifiedbeforefinalacceptance）， sendtheDefectsNotic eto thedepartment（ seeappendix 4 ）， and make a copy to the engineering department.The engineering department shall organize the department to carry out rectification on thequalityproblemslistedin theDefectsNotice， itshou

34、ldre-submitthecompletionacceptanceapplicationtotheengineeringdepartmentaftertherectification， theengineering department should inform the supervision office to carry out acceptance afterverification.Rectification acceptance of quality defectsAfter the supervision office recheck the quality problems

35、listed in theDefects Noticeandconfirm they are qualified, the office should submit to TPF to carry out acceptance on thequality defect rectification items.The owner signs the engineering quality completion acceptance record- 6 -TPF signs theQuality Completion Acceptance Record for Unit Works（see app

36、endix 5）after carrying out acceptance on the quality defects rectification items.4.2Final acceptanceWhen CITIC has completed the whole construction contents according to the regulation ofcontract, andtheminor defect rectification proposed by TPFhas completed,thesupervision office shall submit the fi
