Project manager is general principal for project quality, and project chief engineer is quality assurance director. According to specific content of this project, according professional quality assurance system shall be established for heavy equipment lifting, compressor unit installation, pipe welding, installation and cleaning, antiseptic, electronic control system, and control &instrument system etc, and various engineers of different work type shall be professional quality assurance personnel. Project manager shall hold on-site quality meeting, attend quality meeting of client, lead, supervise and guarantee effective operation of quality system, so as to ensure the fulfillment of quality target. Deputy project manager is responsible for organizing effective operation of quality assurance system, strictly performing construction procedures, and ensuring to construct according to design drawing, standards, norms as well as approved technology file. Under leadership of project manager, project chief engineer is responsible for formulation and performance of project quality plan. He leads and supervises the effective operation of quality assurance system, approves technical proposal and quality assurance measures, and organizes quality management activities on site as well as supervision and inspection. He is responsible for the inspection of quality of on-site project entity according to norm, standard as well as related technology file, to supervise and urge rectification of items failing to satisfy requirements and to promote overall quality management over undertaken project and conduct quality awareness education, in charge of related quality activities at the same time.質量檢查員是本工程現場質量檢查的具體執行者。負責對本工程現場的質量管理運行情況的自查，負責內、外審核的聯絡工作。具體負責按規范、標準及相關工藝文件對現場工程實體質量進行檢查，督促對發現的不符合要求的項目進行整改，在所承擔的項目上推行全面質量管理和進行質量意識教育，并負責相關的質量活動。l QA personnel of professional engineering company(specialized engineer)專業工程公司質保師（專責工程師）Quality assurance personnel of professional engineering company shall review construction drawing prior to construction, formulate construction technology document and ensure technical measures for quality, so as to eliminate quality hidden danger during late period of project to the greatest extent. He is responsible for controlling of construction drawing, document and outside materials, raising requirements regarding personnel qualification and equipment property of special technology procedure, and conducting improvement and controlling for key working procedures by use of statistical techniques.專業工程公司的質保師在施工前應對施工圖紙加以會審，制定施工工藝文件和保證質量的技術措施，盡可能消除工程后期的質量隱患。對本專業工程公司的施工圖紙、文件及外來資料進行控制，負責對特殊工序的人員資格及設備性能提出要求，應用統計技術對本工程關鍵工序進行質量控制和改進。l Equipment &materials director設材部主任Equip &materials director is to work under the guidance of deputy project manager, who is responsible for supply and management of project materials. He is to guarantee the supplied project materials in line with requirements of design standard and related norms and rules, with good quality. He is responsible for quality of purchased equipment and materials. 設材部主任在項目副經理的領導下工作，負責本工程材料的供應和管理。保證所供應的工程材料符合設計標準和有關規程、規范的要求，質量優良。對采購的設備和材料質量負責。3.3 Quality control basis質量控制依據National specifications and Tebodin standards國家規范及德泊亭標準3.4 QC personnel and contact質量管理人員和聯絡Prior to construction, Project Management Office will submit name list, responsibilities and limits of authority of on-site QC personnel to construction unit and quality monitoring unit, and determine name list of communication staff of both parties and contract procedures.開工前，項目部將向建設單位和質量監檢單位提交現場質量管理人員的名單、職責、權限，并確定雙方聯絡人員名單和聯絡程序。3.5 Quality test procedure質量檢測程序l Prior to construction of project, Project Management Office will, according to specific project content of this contract, submit an on-site list of quality inspection procedure for censorship to construction unit and quality monitoring unit, which will indicates quality inspection procedure, inspection points, inspection grade as well as inspection methods for different work contents. Please see attachment for typical quality inspection list and inspection procedures.工程開工前，項目部將根據本合同工程的具體內容，向建設單位和質量監檢單位提供一份現場質量檢測程序表以備審查，該程序表將規定不同的工作內容的質量檢測程序、檢查點、檢查等級及檢查方法。典型的質量質檢表見附表，檢查程序見附表；l If there are other requirements on inspection procedure from construction unit or quality monitoring unit, it shall be implemented according to requirement of construction unit or quality monitoring unit;如建設單位或質量監檢單位對檢測程序另有要求時，將按建設單位或質量監檢單位的要求執行；l Quality engineer and quality inspector of Project Management Office will independently exercise the power, strengthen various quality inspection works on site by strict compliance with approved quality inspection procedure, and on the basis of conformity self-inspection, apply for joint inspection according to stipulated procedure and grade, so as to ensure project quality in line with requirement of drawing, technical standards and norms. 項目部的質量工程師和質量檢查員將嚴格按批準的質量檢測程序，獨立行使職權，加強現場的各項質量檢查檢測工作，在自檢合格的基礎上，按規定的程序和等級申請聯合檢查。確保工程質量符合圖紙、技術標準及規范的要求。3.6 Quality test records質量檢測記錄l Prior to construction, Project Management Office will submit records sample of quality inspection for this project to construction unit according to contents of this project, which, upon approval, will be used for this project. The standards Engineering Construction Project Delivery Technical Documents of China National Chemical Engineering Corp is executed in general; where otherwise requested by the Client, the quality test records pattern furnished by the Client or bilaterally agreed upon may be executed. 開工前，項目部將按本工程的內容，向建設單位提交用于本工程的質量檢測記錄樣本，經建設單位批準后用于本工程。一般執行中國化學工程總公司標準工程建設交工技術文件，如建設單位另有要求時，可以按建設單位提供或雙方商定的質量檢測記錄樣式執行；l All inspection results and records shall be signed by qualified personnel authorized in advance, and inspection records will be checked by construction unit and quality monitoring unit at any time, and inspection records will be submitted to construction unit according to stipulation of contract.所有的檢測結果和記錄均由事先授權的有資格的人員簽字，檢測記錄將隨時接受建設單位和質量監檢單位的檢查，工程竣工時按合同規定向建設單位提交檢測記錄。3.7 Qualification of personnel人員資格Training and qualification test for various crafts operators is one of the major content of quality plan of our company, which has been included into our daily work. Our company guarantees that every operator who enters into site has related certification, working with certificate suitable for the work that he is engaged in.對各專業操作人員的培訓和資格考試是我公司質量計劃的重要內容之一，并已納入公司的日常工作中。公司保證進入本工程現場的操作人員都有相應的資格，持證上崗并只從事與其資格相適應的工作。3.8 Construction technology and plan施工工藝或方案Regarding construction activities which have major effect on engineering quality and construction safety, construction process or plan shall be formulated in advance, e.g. construction &technical proposal for heavy lifting equipment hoisting, construction &technical proposal for compressor unit, construction execution plan for fridge steel structure, pipe construction execution plan, welding scheme, including welding procedure qualification review（WPQR）and Welding Procedure Specification (WPS), pipe cleaning scheme, technical construction execution plan for electrical & instrument DCS system and so on. If construction unit or monitoring unit has requirements, the above work process or scheme shall be submitted for review and signature.對工程質量和施工安全有重大影響的施工活動，均應事先制定施工工藝或方案，如大件設備吊裝施工技術方案、壓縮機機組施工技術方案、冷箱鋼結構施工方案，管道施工方案，焊接方案，包括焊接工藝評定（WPQR）和焊接工藝規程（WPS）， 管道清洗方案、電儀DCS系統施工技術方案等。如建設單位或監檢單位有要求，上述工藝或方案還應報其審查會簽。4 Quality control measures質量控制措施4.1Quality control during construction period施工準備期的質量控制l Organize various discipline companies to take part in design disclosure, get to know design intention, technical requirement, quality core as well as construction difficulties, and keep records for design disclosure;組織各參戰專業公司參加設計交底，了解設計意圖、技術要求、質量關鍵及施工難點，設計交底應作好記錄；l After the signing of the contract, the project management will ask for the design drawings, review the drawings, check the survey points.施工合同簽定后，項目經理部應做好索取設計圖紙、審圖、測量控制點交驗工作。l The technical chief shall arrange a meeting for drawings discussion, and keep record.項目技術負責人組織對設計圖紙的會審工作，并形成圖紙會審紀要。l Establish project management organizations, form quality assurance and control system.項目經理部制定并實施項目管理組織機構，形成質量保證體系和質量控制體系。l Organize and prepare General Construction Organization Design, which shall be submitted to construction unit for the records.組織編制施工組織總設計，施工組織總設計應報建設單位備案；l Organize and prepare construction management for a unit project and major construction execution plan;組織編制單位工程施工組織設計及重大施工方案；l Organize and prepare master plan of engineering quality, which shall be submitted to construction unit for the records and sent to various discipline construction units for implementation; 組織編制工程質量總計劃，工程質量總計劃報建設單位備案，并發至各參戰專業施工單位執行；l Prior to construction, prepare list of level 3 quality control for on-site work procedure, which shall be issued for implementation after being approved by construction unit;工程開工前，制定現場工序質量的三級質檢控制點表，控制點表經建設單位認可后下發執行；l Conduct training, assessment and certificate issuing for special type operators, so as to ensure special type operators work with certificate and satisfy engineering requirements;做好特種作業人員的培訓、考核及發證工作，確保特種作業人員持證上崗并滿足工程需要；l Make manpower mobilization plan and enter points preparation according to construction plan of this project, so as to ensure enter points to be in line with project progress;根據本工程施工計劃，制定人力動員計劃及進點準備，確保按工程進度需要進點；l Make related welding technical review and assessment for other necessary process method according to materials used in this project;根據本工程使用的材質，做好相應的焊接工藝評定及其它必需的工藝方法評定；l Equip with enough construction tools according to engineering requirement, and keep them in good condition; equip with enough measuring instruments, and ensure their accuracy to satisfy engineering requirements and within expiry date of weekly date;根據工程需要配備足夠的施工機具，并保證其狀況良好，配備足夠的計量檢測器具，保證其精度滿足工程需要且在周檢有效期內；l Check qualification and quality reputation of suppliers selected by self-purchased materials according to contract division, and to ensure that quality of materials is in line with requirements of design and norms.按合同分工，對自行采購材料所選定的供應商進行資格及質量信譽的審查。確保材料的質量符合設計及規范要求。l Before starting work, each discipline engineer shall prepare a construction procedure card for each work, and holding techanical clearification meeting with construction staff. The attenders shall include: engineer, techanician, quality control staff, safety officer and all the site construction workers.開工前相關專業工程師將準備每一項施工的工作程序卡片，并負責給現場施工人員開技術澄清會議。參加會議的人員包括：工程師，技術員，質量控制人員，安全員和所有的現場施工工人。l Make Construction plan for special and important construction procedure (eg, storage rigging, welding, piping pressure test, blow etc).對特殊和重要的工藝施工程序制定專項施工方案（如儲罐的吊裝及焊接組對，管道的試壓、吹掃等）。l Techanical clarification 技術交底Each decipline engineer shall prepare and make Construction plan (approved by quality control engineer). The decipline engineers then hold clarification meetings with construction staffs.各專業工程師要負責準備和編制施工方案并經過質量工程師的批準。專業工程師負責對施工人員進行技術交底（包括質量、安全方面的要求）Before starting work, the project chief technician shall make technical clearifications to the construction team and record the meetings with signatures (including project changes)單位、分部、分項工程開工前，項目技術負責人應向承擔施工的負責人進行書面技術交底，并履行簽字手續（包括變更工程）。l preperation施工準備a）Team leaders shall make careful preparations including: construction plan, techanical docuent, quality program and safety plan etc施工隊長要做好充分準備包括：施工計劃、技術文件、質量方案和安全規范等。b）The construction staff shall have capable skills to achieve the techanical requirement of the construction plan and fully understand the procedure/sequence/numer and safety requirement of quality inspection.施工人員要有充分的技能和知識來達到完成施工方案中所規定技術的要求，明確質量檢查程序/步驟/編號以及安全的要求。 4.2Quality control during construction period施工期的質量控制l Prepare for the implementation of overall engineering quality plan, check and urge implementation of quality plans of various discipline companies and adopt solution in time for problems during implementation, so as to ensure realization of quality target;組織工程總體質量計劃的實施，檢查督促各參戰專業公司質量計劃的執行，對執行中出現的問題及時采取解決措施，以確保質量目標的實現；l Make sure that personnel of quality assurance system at various levels shall be in position, with clear responsibilities, and operation of quality assurance system is effective;確保各級質量保證體系人員到位，職責明確，質保體系運行有效；l Periodically call for on-site quality meeting, to check operation of quality system and implementation of quality plan, so as to formulate improved measures for existed problems.
