1、ISPS演習

1,ISPSdrill

1）用A4紙畫出定時器、導線、雷管、TNT炸藥，貼在一個盒子上，隱藏油漆間、物料間、舵機間、油倉

有氣孔附近。

1）usepaperofA4sizetodrawthetimer,wire,“TNTexplosives",,,detonators,\attachedtoaboxhiddenin

paintroom,stores,steeringcabinandairneartheoiltank.

2）由水手長帶領一名水手或駕駛員與水手長，對該未知爆炸物進行搜索，搜索中應注意，使用搜索用品，

如棍子等，但不要直接攪拌，以免碰壞爆炸物導線等引起爆炸，輕輕地撥動，發現爆炸物位置后：

4）立即向船長報告，并講明該物體外觀、尺寸、顏色、裝置和發現的位置；

5）船長立即用公共廣播發出保安演習報警，并啟動保安報警按鈕，同時，二副向公司CSO和代理、船廠

等報告。

走或運行其附近設備，不要在其3米內使用VHF,不要手拿，接觸，搖動，打開或移動可疑爆炸物，不要

刀割，拖拉可疑爆炸物導線、開關、保險、綁扎物等，不要調整保險、不要將金屬靠近可疑物，不要移動

開關，打開鉤子或解綁扎，不要在附近吸煙

2、爆炸物爆炸并引起機艙著火。

二、操作步驟：

A水手長帶領一名船員（任意選定）到模擬失火地點，如生活區船員房間（廚房、會議室、工人休息室、

機艙、貨艙、艄油漆間或物料間），要求該船員完成失火報警。

Abosunleadacrew（arbitrarilyselected）gotothepositionofsimulatefire,suchastheaccommodation

crewcabin（kitchen,lounge,meetingroom,workers,cargo,orbowcabinpaintmaterials）,demandthe

XX：XX：船舶發生火警。

要求：隨同船員應使用火警按鈕一手提式對講器一電話一大聲呼喊，發出火警報警信號并向船長報

告發現火警的具體位置。

B報警后，該船員應立即就近尋找滅火器材進行滅火，同時關閉失火艙室內的通風筒及防火板（如有時），

機艙失火時，輪機長命令立即關閉機艙的所有通風，特別是煙筒的，機艙天窗，通風窗口等。

C水手長告知報警船員滅火器施救無效果。報警船員應迅速撤離失火現場。

（要求：撤離時應關閉失火艙室門；機艙內應使用EEBD撤離。未關閉門；未使用EEBD作為失敗。）

XX：XX：船長發出消防演習警報信號。

全體船員按“應變部署表”上的分工要求，攜帶有關消防器材到集合站。負責穿戴消防員裝備的船員應在他人

的幫助下，將全套裝備搬至火場附近安全位置。

3判斷火情及必要的滅火準備

A指定的兩名船員在船員的協助下，迅速穿妥消防員裝備（戴面罩前應進行氣壓報警測試及面罩漏氣測試,

漏氣視為失敗）。穿妥后隨即報告現場指揮。

?探火（滅火）人員2人相互協同保護，攜帶滅火設備，低姿勢前往，進入火場后應將身后艙門關閉。（進

入艙室，開門前，需要皮龍沖水，降溫，再試探門的溫度），（進入艙室后，應檢查艙室門能否自動關閉，

自動關閉的門應去除自動關閉的功能。）（繩子信號）

E與此同時，皮龍組準備消防反龍。持水槍的船員應背戴EEBD。水皮龍兩端應連接好消防栓和水槍頭，

水皮龍全部攤開，長度能夠到達失火現場。

C隔離組、支援組負責切斷必要的風、油、電系統，關閉相關的通風開口；隔離火場周圍（包括.上部）的

易燃物品。

D支持組：啟動消防泵或應急消防泵；模擬機艙或貨艙失火時應進行CO2釋放前的準備。

以上各組人員向現場指揮報告。

4滅火行動

有變化視作失敗。)

三、注意事項：

1演習應以實戰要求，認真操練。

2船長、大副或輪機長應熟悉操練步驟及各種情況下的應對。

3各職船員，特別是消防人員應熟練、正確穿戴消防員裝備和空氣呼吸器，熟知任務并正確規范執行。

4模擬機艙、貨艙失火時，可以在滅火行動后增加釋放CO2滅火的操作：清點人數、營救被困人員、機艙

/貨艙的封閉和釋放C02的行動。

1、船長不要站在駕駛臺，和PSC在一起

4、美國基本是安排廚房或洗衣間著火，人進去后，探完火就出來報告滯留，應該兩個人穿消防員裝備，

一個拿著探火工具，一個拿著滅火器，進去后，先關閉通風、電源、照明等，探火完，用滅火器滅火。如

果有船員躺著（受傷），先救（抬出）船員，然后再進行滅火。門不可以打開，應都關閉，除了探火（消

防員）人員，其他都應在外走廊，不得進入，用信息繩子聯絡。

實施步驟

1.1.棄船演習的警報信號由船長發出，使用通用應急報警系統或號笛聲，七短聲一長聲連放一分鐘。船員

在聽到棄船信號后，應正確穿著救生服/救生衣，攜帶規定的物品，迅速到達指定的集合地點。（試驗廣播

系統、照明系統、應急照明系統、攜帶東西、保溫服）

1.2.各艇長清點人員，(點名、集合、集合站標識、救生艇筏釋放張貼)，指揮降艇準備工作，(救生艇

測試：艇機啟動四軌、三副、2-3個水手、活舵、試驗照明，有時全體人員進艇，按照要求做好，安全帶等)，

準備工作完畢后，向船長報告，由船長發出降艇命令。

1.4.不同的救生艇在逐次的演習中盡可能實際地降落；應保證每艘救生艇每3個月至少一次乘載指派的操

艇船員降落下水，并在水上進行操縱。

1.5.救助艇應在合理和可行的范圍內，每個月乘載指定的船員降落下水并在水上進行操縱。無論如何，應

至少每3個月按此要求進行一次。

救生艇應乘載要求的操艇船員自由降落下水，或以其它的降落下水方法乘載或不乘載操艇船員降至水面。

在兩種情況下，救生艇應由操艇船員在水中操縱。在不超過六個月的間隔中，救生艇應乘載操艇船員自由

降落下水，或進行模擬降落下水。

mocklandingsinthewater.

1.7.在每次棄船演習時，應試驗集合與棄船所用的應急照明系統。

1.8.依據船長命令，自演習信號開始后5分鐘內救生艇應落水，并在水上進行操縱；并由船長下令收回。
