省某地區海綿城市項目為例
Abstract
TheSpongeCityprojectinacertainregionofaprovinceisoneofthemajorinvestmentscarriedoutintheregiontoimprovethelivingconditionsofresidentsthroughtheadoptionofinnovativetechnologiesandtheimplementationofsustainableandcomprehensivesolutionstowatermanagement.Themanagementofstakeholderrelationshipsinthisprojectisparticularlyimportantgiventhecomplexityoftheprojectanditspotentialimpactonthelocalcommunity.Therefore,thispaperaimstoconductastakeholderanalysisfromaPPPperspectivetobetterunderstandtherelationshipsbetweenstakeholdersintheSpongeCityprojectandidentifykeyfactorsthatmayinfluencetheprojectsuccess.
Introduction
Ascitiesaroundtheworldfaceincreasingurbanization,climatechange,andurbanflooding,theconceptofSpongeCityhasemergedasaninnovativeapproachtomanagingwaterresourcesinurbanareas.SpongeCityreferstotheuseofnaturalandengineeredstructurestocapture,store,andfilterrainwatertoimprovewaterquality,reducetheriskofurbanflooding,andcreategreeninfrastructuretoenhancethelivabilityofthecity.TheSpongeCityinitiativehasattractedtheattentionofgovernments,privateinvestors,andurbanplanners,andhasbecomeanimportantstrategytoachievesustainableurbandevelopment.
InChina,theSpongeCityprojectwaslaunchedin2015aspartofthenationalefforttocombaturbanfloodingandimprovetheurbanecosystem.Theprojectisdesignedtointegratethenaturalandbuiltenvironments,enhanceecologicalfunctions,andpromotesocio-economicdevelopment.TheSpongeCityprojectisatypicalpublic-privatepartnership(PPP)project,wherethegovernmentandprivatesectorcollaboratetofinance,design,andimplementtheproject.
TheSpongeCityprojectinacertainregionofaprovinceisoneofthemajorinvestmentscarriedoutintheregiontoimprovethelivingconditionsofresidentsthroughtheadoptionofinnovativetechnologiesandtheimplementationofsustainableandcomprehensivesolutionstowatermanagement.Theprojectcoversanareaof20squarekilometers
andincludesaseriesofmeasuressuchasgreenroofs,permeablepavements,raingardens,andwetlands.Theprojectaimstoreducetherunoffby70%duringtherainyseasonandincreasethecity'swatersupplyby30%.
ManagingstakeholderrelationshipsintheSpongeCityprojectisparticularlyimportantgiventhecomplexityoftheprojectanditspotentialimpactonthelocalcommunity.Therefore,thispaperaimstoconductastakeholderanalysisfromaPPPperspectivetobetterunderstandtherelationshipsbetweenstakeholdersintheSpongeCityprojectandidentifykeyfactorsthatmayinfluencetheprojectsuccess.
PPPmodelandstakeholderanalysis
PPPreferstoacontractualarrangementbetweenthepublicsectorandtheprivatesectortoprovidepublicservicesorinfrastructure.PPPiswidelyusedforinfrastructureprojects,suchashighways,airports,andwatersupplysystems,wheretheprivatesectorbringsinexpertiseandfinancialresourcesthatthepublicsectorlacks.PPPprojectsneedtoconsidertheinterestsofvariousstakeholders,includingthegovernment,privateinvestors,thepublic,andlocalcommunities.Therefore,stakeholderanalysisisacrucialtoolinmanagingPPPprojects.
Stakeholderanalysisisaprocessofidentifying,understanding,andmanagingtheinterestsandexpectationsofstakeholders.Thepurposeofstakeholderanalysisistoidentifykeystakeholders,theirinterests,andtheirinfluenceontheproject.Stakeholderanalysishelpsprojectmanagerstoanticipateandrespondtostakeholderconcernsandtobuildallianceswiththosewhohavethehigheststakesintheproject.
TheSpongeCityprojectinvolvesvariousstakeholders,includinggovernmentagencies,privateinvestors,non-governmentalorganizations(NGOs),andlocalcommunities.Therefore,astakeholderanalysisoftheSpongeCityprojectisnecessarytounderstandthedynamicsofstakeholderrelationshipsandtoidentifykeyfactorsthatmayinfluencetheprojectsuccess.
StakeholderanalysisofSpongeCityproject
StakeholdersofSpongeCityprojectcanbeclassifiedintofivecategories:governmentagencies,privateinvestors,NGOs,localcommunities,andusers.
Governmentagencies
Governmentagenciesarekeystakeholdersinimplementing
SpongeCityproject.Thecentralgovernmentcreatespolicies,guidelines,andfundingmechanismsfortheSpongeCityproject,whilethelocal

TheMinistryofHousingandUrban-RuralDevelopment(MOHURD)isthecentralagencyresponsibleforthedevelopmentandimplementationoftheSpongeCityprojectatthenationallevel.
MOHURDprovidesfunding,technicalsupport,andguidancetopromotetheSpongeCityproject.
ThelocalgovernmentagencyresponsiblefortheprojectistheUrbanManagementBureau.TheUrbanManagementBureauisresponsibleforcoordinatingtheeffortsofdifferentdepartments,includingplanning,construction,andenvironmentalprotection,toensurethesuccessfulimplementationoftheproject.
Privateinvestors
PrivateinvestorsareessentialforthesuccessoftheSpongeCityproject.Privateinvestorsprovidefinancialresources,expertise,andtechnologytoimplementtheproject.Privateinvestorsalsohaveastakeintheproject'ssuccess,astheyexpecttoreceiveareturnontheirinvestment.

UsersarethedirectbeneficiariesoftheSpongeCityproject.Theprojectaimstoprovidecleanwater,reduceflooding,andcreategreenspacesforthebenefitofusers.Userscanprovidefeedbackontheproject'sperformanceandsuggestimprovements.
IntheSpongeCityproject,usersincluderesidents,businesses,andvisitors.TheybenefitfromtheservicesprovidedbytheSpongeCityfacilitiesandareresponsibleforusingthefacilitiescorrectlyandmaintainingthemproperly.
Keyfactorsinfluencingstakeholderrelationships
