justovertwomonthsago,ispokewithyouinthissamespotaboutthechallengesfacingourautoindustry,andilaidoutwhatneededtobedonetosavetwoofamerica'smoststoriedautomakersgeneralmotorsandchrysler.thesecompanieswerefacingacrisisdecadesinthemaking,andhavingreliedonloansfromthepreviousadministration,wereaskingformore。

fromthebeginning,imadeitclearthatiwouldnotputanymoretaxdollarsonthelineifitmeantperpetuatingthebadbusinessdecisionsthathadledthesecompaniestoseekhelpinthefirstplace.irefusedtoletthesecompaniesbecomepermanentwardsofthestate,keptafloatonanendlesssupplyoftaxpayermoney.inotherwords,irefusedtokickthecandowntheroad。

hemidstofadeeprecessionandfinancialcrisis,thecollapseofthesecompanieswouldhavebeendevastatingforcountlessamericans,anddoneenormousdamagetooureconomybeyondtheautoindustry.itwasalsoclearthatifgmandchryslerremadeandretooledthemselvesforthe21stcentury,itwouldbegoodforamericanworkers,goodforamericanmanufacturing,andgoodforamerica'seconomy。

idecided,then,thatifgmandchryslerandtheirstakeholderswerewillingtosacrificefortheircompaniessurvivalandsuccess;iftheywerewillingtotakethedifficult,butnecessarystepstorestructure,andmakethemselvesstronger,leaner,andmorecompetitive,thentheunitedstatesgovernmentwouldstandbehindthem。

theoriginalrestructuringplanssubmittedbygmandchryslerearlierthisyeardidnotcallforthesweepingchangesthesecompaniesneededtosurviveandicouldn'tingoodconscienceproceedonthatbasis.sowegavethemachancetodevelopastrongerplanthatwouldputthemonapathtowardlong-termviability.the60daysgmhadtosubmititsrevisedplanshavenowelapsed,andiwanttosayafewwordsaboutwhereweareandwhatstepswillbetakengoingforward.butbeforeido,iwanttogiveyouanupdateonwherethingsstandwithchrysler。

whenmyadministrationtookofficeandbegangoingoverchrysler'sbooks,thefutureofthisgreatamericancarcompanywasuncertain.infact,itwasnotclearwhetherithadanyfutureatall.butafterconsultingwithmyautotaskforce,industryexperts,andfinancialadvisors,andafteraskingmanytoughquestions,ibecameconvincedthatifchryslerwerewillingtoundergoarestructuringandifitwereabletoformapartnershipwithaviableglobalcarcompany,thenchryslercouldgetanewleaseonlife。

well,thatmorepromisingscenariohasnowcometopass.today,aftertakinganumberofpainfulsteps,andmovingthroughaquick,efficient,andfairbankruptcyprocess,anew,strongerchryslerispoisedtocompleteitsalliancewithfiat.just31daysafterchrysler'schapter11bankruptcyfiling,acourthasapprovedthechrysler-fiatalliance,pavingthewayforanewchryslertoemergefrombankruptcyinthenextfewdays。

whathappensnextisinthehandsoftheirexecutives,managers,andworkersasitisforanyprivatecompany.butwhatthecompletionofthisalliancemeansisthattensofthousandsofjobsthatwouldhavebeenlostifchryslerhadliquidatedwillnowbesaved,andthatconsumershavenoreasonatalltoworryaboutarestructuringevenoneaspainfulaswhatchryslerunderwent。

andkeepinmindmanyexpertssaidthataquick,surgicalbankruptcywasimpossible.theywerewrong.otherspredictedthatchrysler'sdecisiontoenterbankruptcywouldleadtoanimmediatecollapseinconsumerconfidencethatwouldsendcarsalesoveracliff.theywerewrong,aswell.infact,chryslersoldmorecarsinmaythanitdidinapril,inpartbecauseconsumerswerecomfortedbyourextraordinarycommitmenttostandbehindaquickbankruptcyprocess.allinall,it'sadramaticanoutcomedramaticallybetterthanwhatappearedlikelywhenthisprocessbegan。

就在兩個多月前,就在此處,我與諸位探討了美國汽車業所面臨的挑戰,我列出了挽救美國兩大聞名汽車制造商通用汽車公司和克萊斯勒公司所應實行的措施。這兩家公司面臨著過去幾十年中孕育已久的危機,他們依靠往屆政府的貸款,現在又要求政府供應更多幫助。

從一起先我就明確表示,我將不會投入更多的稅收,否則就意味著將失敗的經營決策接著下去,而這種經營決策已經導致上述兩家公司首先提出救濟要求。我不會任憑這些公司成為國家永久的負擔,靠納稅人的源源不斷供應血汗錢而生存。換言之,我不會再采納權宜之計了。

但我也承認,在以工業為主的中西部地區乃至全美,一個能獨立生存的汽車企業關乎家庭及社會的福祉。在經濟嚴峻衰退和金融危機時期,這些公司的倒閉對多數美國人來說無疑是一種災難,會對全國經濟造成巨大影響且遠不止是汽車工業。假如通用汽車公司和克萊斯勒公司能在21世紀自行重組再造,毫無疑問,這將有益于美國的工人、制造業以及美國的整體經濟。

因此,我確定,假如通用汽車公司和克萊斯勒公司及其利益相關者情愿為公司的生存和勝利作出犧牲,情愿直面困難,通過實行必要的重組措施使公司變得更為強大、精悍、更富競爭力,那么,美國政府就會支持它們。

今年年初,通用汽車公司和克萊斯勒公司最初提交的重組安排中并未提出企業生存必需的全面改革安排,因此我不能愧對良心在這種條件下賜予支持,我給了它們一個機會制定一項更強有力的安排,并走上長期保持生存實力的道路。然而,通用汽車公司提交修改安排的60天期限已經過去,我要對我們的現狀和將來實行的措施發表看法。但是在這之前,我想講一下克萊斯勒的最新進展。

本屆政府執政后就起先徹查克萊斯勒的賬目,發覺這個美國汽車業的巨頭前途未卜。事實上,它是否還有前途都不得而知。但是經過詢問白宮汽車行動小組、行業專家和財政顧問,并就諸多難題進行探討后,我起先信任假如克萊斯勒情愿重組,能與一家具備生存實力的全球化汽車企業建立伙伴關系,那么它將會重獲新生。

更多充溢希望的劇情正在上演。今日,在經驗了一系列苦痛的環節以及快速、高效和公允的破產程序后,一個全新且更具實力的克萊斯勒完成了與菲亞特的結盟。僅在克萊斯勒依據《破產法》第11章規定申請破產的31天后,法院批準了克萊斯勒-菲亞特的結盟,為克萊斯勒在將來幾年中重塑自我并從破產中崛起鋪平了道路。

接下來,公司的命運就掌控在公司的高層、經理和員工的手中了,這和任何其他私營企業并無二致。但結盟的完成意味著因克萊斯勒公司清償債務會失去的數萬個工作崗位,將得以保留,消費者也無須對重組有絲毫擔憂,即使這種重組和克萊斯勒所經驗的一切同樣令人苦痛。

值得關注的是,很多專家曾認為外科手術式的快速破產方式不行行,然而,他們錯了。另一些人預料克萊斯勒公司的破產確定將會導致消費者信念會頃刻瓦解,使汽車銷量一落千丈,他們也錯了。事實上,克萊斯勒公司5月的銷售業績要好于4月,部分緣由是由于我們對快速破產程序做出了特殊承諾,安撫了消費者。總而言之,與程序啟動時相比,效果極為明顯。

thepresident:yes,that’sworthcheeringfor.(applause.)andthatmeansthatwe’vegottodowhatittakestomakesurethatthisindustry,andeverygreatamericanindustry,keepsthatcompetitiveedgesothatmorefolkscanfindcareerpathslikemanyofyouhave,andgetgoodmiddle-classjobsthatallowyoutosupportafamilyandgetahead.

nothingismoreimportantthanthatrightnow.andasmellodymentioned,whenicameintooffice,weweregoingthroughaseverecrisis.fiveyearslater,americahaslargelyfoughtourwayback.we’vemadethetoughchoicesrequirednotjusttohelptheeconomyrecover,buttorebuilditonanewfoundationforstronger,moredurableeconomicgrowth.

werefocusedonmanufacturingandexports,andtoday,ourbusinessessellmoregoodsandservicesmadeinthiscountrytotherestoftheworldthaneverbefore.ourmanufacturersareaddingjobsforthefirsttimesincethe1990s,ledbyanamericanautoindustrythat’scomeroaringback.americancarsarereallygoodnow.(laughter.)

wedecidedtoreverseourdependenceonforeignoil.sotoday,wegeneratemorerenewableenergythanever--doubledourrenewableenergy--morenaturalgasthananybody.forthefirsttimeinnearly20years,americanowproducesmoreofourownoilthanwebuyfromothercountries.it’sgoodnews.(applause.)

whenitookoffice,americainvestedfarlessthancountrieslikechinadidinwirelessinfrastructureandwe’venownarrowedthatgap,andwehavehelpedcompaniesunleashjobsandinnovationandbecomeaboomingappeconomythat’screatedhundredsofthousandsofjobs.sixyearsago,only5percentoftheworld’ssmartphonesranonamericanoperatingsystems.today,morethan80percentdo.(applause.)

and,yes,wedecidedtofixabrokenhealthcaresystem.(applause.)andit’sinteresting--iwastalkingtosomeofthestudioexecshere,andisaid,look,therolloutofthenewhealthcaremarketplacewasroughandnobodywasmorefrustratedabouttheproblemswithourwebsitethaniam.andyet,hereinsoutherncaliforniaandhereacrossthisstate,therearethousandsofpeopleeverysingledaywhoaregettinghealthcareforthefirsttime--forthefirsttime--becauseofthis.(applause.)and,bytheway,thewebsiteiscontinuallyworkingbetter,socheckitout.(laughter.)

butasacountry,we’renowpoisedtogainhealthcoverageformillionsofamericans,startingonjanuary1st,andthatincludesmorethan350,000hereincaliforniawhohavealreadysignedup.andthanksinparttotheaffordablecareact,healthcarecostsaregrowingattheslowestratein50years.employer-basedhealthcarecostsaregrowingataboutone-thirdtherateofadecadeago.andthatmeansthatifthestudioshereoryouremployersaren’thavingtospendasmuchonhealthcare,theycanhiremorefolksandreinvestmoreinthebusiness,andcomeupwiththosecooltechnologiesthat--idon’texactlyunderstandhowtheywork,but--(laughter)--werereallyneattolookat.(laughter.)

and,bytheway,we’vedoneallthiswhilebringingdownourdeficits.(applause.)afteryearsoftrillion-dollardeficits,wereinedinspending.youwouldthinksometimeslisteningtofolksinwashingtonthatwehaven’tmadeanyprogressonthatfront.wewounddowntwowars.wechangedataxcodethatwastooskewedtowardsthewealthiestamericansattheexpenseofthemiddleclass.youadditallup,we’vecutourdeficitsbymorethanhalf,andtheycontinuetogodownfasterthananytimesinceworldwarii.(applause.)

soalltold,ourbusinessescreated7.8millionnewjobsoverthepast44months.americahasgonefarther,recoveredfasterthanmostotherindustrializednations.but,asmellodysaid,we’vegotmoreworktodo.thestockmarketisdoinggreat,corporateprofitssoaring,buttoomanyamericansaren’tsharinginthatsuccess.andeverybodyherewhoworksatdreamworks--areallygoodplacetowork.i’mgoingtoaskjeffifmaybeicanworkhere.(applause.)butallofyouhavefriendsandfamilyandneighborswhoaren’taslucky.andyouknowtherearestillalotoffolkswhoarestrugglingoutthere.andmytoppriorityismakingsurethatthiscountryremainsacountrywhereeverybodywhoiswillingtoworkhardcangetahead.

andwe’dbealotfurtheralongwithoutsomeofthedysfunctionandobstructionwe’veseeninwashington.(applause.)wewouldbealotfurtheralongifwecouldjustgetfolkstoactwithsomesense--(laughter)--ifwedidn’thaveonewingofonepartythatwasalittlelessobsessedwithrepealinghealthcarefor40millionpeople,moreconcernedwithmakingsurethelawworks.iftheyhadn’tspent40votestryingtorepealtheaffordablecareact,theymighthaveactuallytakensomevotesonrebuildingourinfrastructure,orinstitutingearlychildhoodeducationforyoungpeopleacrossthiscountry,orinvestingmoremoneyinbasicresearchthathelpstocreatetheamazingtechnologiesthatmanyofyouutilize.anyoftheseriousproposalsi’veputforwardthatwouldbecreatingjobsrightnow,theycouldhavebeentakingvotesonthat.

insteadofrootingforfailure,orrefightingoldbattles,republicansincongressneedtoworkwithustoimprovethosethingsabouttheaffordablecareactthataren’tworkingaswellastheyshould,andimplementpoliciestostrengthenthemiddleclassandcreatejobs.(applause.)

acoupleofweeksago,houserepublicanleadershandedoutapieceofpapertotheirmembersandonthetopitsaid,agenda2023.i’mnotmakingthisup.belowthat,itwasblank.(laughter.)itwasablanksheetofpaper--nothingtocreatejobsorgrowtheeconomyorstrengthenthemiddleclass.

andi’veputforwardmyplanstocreatenewjobsandeventheoddsforthemiddleclass.andi’veputforwardplansthatgivessomerepublicanssomeofthethingsthattheywantinexchangeforideasthatwillcreategoodjobsrightnow.andsofar,theywon’tconsiderthem.

somepeoplehaveheardmesaymylistoftopfivemovies--thegodfather,oneandtwo,havetobeonit.butitturnsoutmarlonbrandohaditeasy,becausewhenitcomestocongress,there’snosuchthingasanoffertheycan’trefuse.(laughter.)imean,ijustkeeponcomingback.(laughter.)i’mgoingtokeepontrying,though.(laughter.)iam,becausewe’vegotnochoice.(applause.)

theamericanpeopleagreewithusthatjobs,growingtheeconomyshouldbeournumber-onepriority.andwe’vegottomakesomeinvestmentstomakethathappen.andwe’vegottogiveabetterbargaintothemiddleclassandeverybodywhoisworkingtojointhemiddleclass.andthatmeansbuildingonthosecornerstonesofwhatmakesforastrongmiddleclass--goodjobs,agoodeducation,ahomeofyourown,healthcarewhenyougetsick,asecureretirementevenifyou’renotrich.sowecanhelpmanufacturersbringmorejobsbacktoamericabyinvestinginamericanclean-energytechnology,andputtingpeopletoworkbuildingroadsandbridgesandschoolsandhigh-speedbroadbandnetworksthatattractbusinessesfromaroundtheworld.

wecanprepareourchildrenandourworkersfortheglobalcompetitionthatthey’llface--expandinghigh-qualitypreschooleducation,redesigningourhighschools,investingincommunitycollegesandjobtraining,andtacklingrisingcollegecosts,sothatyoungpeoplecanaffordit.wecanhelpresponsiblehomeownersaffordamortgageorrefinancingattoday’slowrates,helpbuildarock-solidhousingsystemfordecadestocome,insteadofboomandbust.

wecanbringthepromiseofasecureretirementbacktoreachformiddle-classfamilies,findingnewwaystomakeiteasierforworkerstosave,andstrengtheningsocialsecurity,andgettingimmigrationreformdonesothatundocumentedworkersarepayingtheirfairshareoftaxes,butthey’renotlivingintheshadows--(applause)--andwe’reattractingthebestandthebrightestfromallaroundtheworld.

we’regoingtocontinuetomakeprogressonallthosefronts.and,yes,wearegoingtocontinuetoimplementthehealthcarelaw.theproductisgood.peoplewantit.andweshouldnotliveinacountrywherepeoplearegoingbankruptjustbecausetheygetsick.andanybodywhoisgoingtokeeponpushingagainstthat,theywillmeetmyresistance,becauseiamwillingtofixanyproblemsthatthereare,buti’mnotgoingtoabandonpeopletomakesurethatthey’vegothealthinsuranceinthiscountry.thatisnotsomethingwe’regoingtodo.(applause.)andthegoodnewsis,asisaid,thousandsofcaliforniansarealreadysigningup.

ireadareallypowerfulstoryovertheweekendijustwanttomentionaboutuninsuredfolksinkentuckywhoaresigningupindrovesinoneofthepoorestcountiesinthecountry.someofthemcan’timaginewhathavinghealthinsurancewouldbelike.andyoureadthesestoriesandyourealizehowimportantitisforfolksinkentucky--astate,bytheway,thatdidnotvoteforme--(laughter)--andifkentuckycandoit,thaneverystateshouldbeabletodoit.

weshouldbeabletoexpandmedicaidallacrossthecountry.therearemillionsofpeoplewho,rightnow,evenunderthelaw,maynotgethealthcarethattheydeservebecausetheirgovernorshaverefusedtodoitjustforpoliticalreasons--expandingmedicaid.fortunately,california,obviously,isnotoneofthem.butthisisafightthatwe’regoingtokeepfighting,becauseit’sworthfighting.andthat’swhatmellodyreferredto.

it’strue.i’mnotanideologicalguy,buttherearesomethingsireallybelievein.andpartofwhatibelieveinisthattheessenceofthiscountry,whatmakesthisplacespecial,isthisideathathollywoodisglorifiedandheldup,butiactuallythinkit’struethathere,morethananyplaceelse,nomatterwhatyoulooklike,whereyoucomefrom,whatyourlastnameis,whoyoulove,youshouldbeabletomakeitifyou’rewillingtoworkhard.that’swhatibelieve.(applause.)

andthere’scertainvaluesthatmakethatareality.ihavemycritics,obviously,butsincewerehereinhollywood,iwanttothinkaboutsomethingthatthelate,greatchicagofilmcritic,robert[roger]ebertsaid--andiwasfortunatetogettoknowrogerebertandwasalwaysinspiredbyhowhehandledsomereallytoughstuff.kindness,hewrote,coversallofmypoliticalbeliefs.kindnesscoversallofmypoliticalbeliefs.

andi’mgoingtoinvestininfrastructureandbuildingthingslikethegoldengatebridgeandthehooverdamandtheinternet--(laughter)--becausei’minvestingforthenextgeneration,notjustthisone.andthat’swhatbindsustogether,andthat’showwe’vealwaysmovedforward,basedontheideathatwehaveastakeineachother’ssuccess.andthat’swhatdrivesme.andthat’swhatwillcontinuetodriveme.

ibelievethateverykidshouldhaveopportunity.ibelieveourdaughtersshouldhavethesameopportunitiesasoursons.ibelievethatjeffrey’skidsshouldbeabletoaspiretowhatevertheycandreamof,butialsowanttomakesurethatthepersonwho’scleaningupjeffrey’soffice,thattheirkidhasthatsamepossibility.

andwemayhavedifferentideasanddifferentpoliciesonhowtodothings,butthatshouldn’tnegatethatthatcorevisioniswhatwe’refightingfor,andweshouldbeabletositdowntogetherandtokeepdreamingandkeepworking,andtomakesurethattheamericandreamthat’sbeendescribedhereinsoutherncaliforniaissustainedforgenerationstocome.
