21、改善企業流程。實施管理層面主要關注于對于規劃的IT 項目如何進行管理，保障軟件開發項目、系統集成項目得以順利的實施。運維管理層面主要關注于如何保障已有的IT 系統穩定、高效、安全地運行，保障企業業務順利進行。在各管理層面的實施過程中也需要遵循PDCA勺方法，不斷地進行優化。企業信息化大的PDCA1環圈需要IT決策和管理人員的共同參與，評價系統實施的效果，決定如何優化規劃、實施和運維管理。在企業信息化的實施管理和運維管理的開展過程中需要不斷地進行 PDCA確保每一個項目和每一個日常工作得以不斷地改進。企業信息化管理在不同層面和時期需要具有不同的能力。在規劃中需要戰略規劃能力；IT 專業技術能力（
