1、近年來(lái)海按照文化部和國(guó)家非物質(zhì)文化遺產(chǎn)保護(hù)中心的部署,在“保護(hù)為主,搶救第一,合理利用,傳承發(fā)展”的工作方針和“政府主導(dǎo)、社會(huì)參與,明確職責(zé)、形成合力,長(zhǎng)遠(yuǎn)規(guī)劃、分步實(shí)施,點(diǎn)面結(jié)合、講求實(shí)效”的工作原則指導(dǎo)下,通過(guò)健全保護(hù)工作機(jī)制,全面開(kāi)展資源普查,建立三級(jí)名錄體系,強(qiáng)化各項(xiàng)保護(hù)措施,加強(qiáng)宣傳普及和交流傳播等,積極推進(jìn)非物質(zhì)文化遺產(chǎn)保護(hù)工作,取得明顯進(jìn)展。目前,上海已建立國(guó)家、市和區(qū)縣三級(jí)名錄體系,其中,國(guó)家級(jí)名錄項(xiàng)目33個(gè),市級(jí)名錄項(xiàng)目83個(gè),區(qū)縣級(jí)名錄項(xiàng)目206個(gè)。上海在保護(hù)非物質(zhì)文化遺產(chǎn)方面取得了一些新經(jīng)驗(yàn): For the past few years, in according to

3、y to participate, clarify the responsibility, cooperate together, plan in the long run, implement step by step and to be efficient”, Shanghai has made a great progress in improving intangible cultural heritage protecting work through improving protecting working system, building three-class director
4、y system, strengthening every protecting step and improving communication and popularity. Recently, Shanghai has built three-class (national, municipal, county) directory system, of which there are 33 national programs, 83 municipal programs and 206 county programs. Shanghai has got some experiences
5、 on protecting the intangible cultural heritage: 與物質(zhì)文化遺產(chǎn)保護(hù)相結(jié)合。非物質(zhì)文化遺產(chǎn)與物質(zhì)文化遺產(chǎn)關(guān)系密切,非物質(zhì)文化催生了物質(zhì)文化,物質(zhì)文化又涵蓋了非物質(zhì)文化遺產(chǎn),兩者相互依存、互相作用。近年來(lái)上海把保護(hù)非物質(zhì)文化遺產(chǎn)與保護(hù)物質(zhì)文化遺產(chǎn)緊密結(jié)合起來(lái),取得了初步成效。如上海的博物館和紀(jì)念館利用其考古、文博、歷史、民俗等專業(yè)人才和科研優(yōu)勢(shì),收藏和保護(hù)的技術(shù)優(yōu)勢(shì),面向現(xiàn)代社會(huì)的社會(huì)教育優(yōu)勢(shì),在保護(hù)物質(zhì)文化遺產(chǎn)的同時(shí)保護(hù)非物質(zhì)文化遺產(chǎn),在“5.18”國(guó)際博物館日、中國(guó)文化日和歷史文化名城命名日等精心策劃了一系列活動(dòng),把有形文化遺產(chǎn)和無(wú)形文化遺產(chǎn)結(jié)
6、合起來(lái),借助物質(zhì)文化遺產(chǎn)的載體達(dá)到展示非物質(zhì)文化遺產(chǎn)的目的。 Combine with cultural heritage. Intangible cultural heritage and cultural heritage have a close relationship. 9、of cultural heritage to show the intangible cultural heritage.如近年來(lái)普陀區(qū)致力于打造蘇州河文化長(zhǎng)廊,其基本理念也是要通過(guò)發(fā)掘蘇州河沿岸的老廠房、老建筑等文化遺存,再現(xiàn)民族工業(yè)發(fā)展軌跡,保護(hù)蘇州河傳承的文化血脈。In recent years, Putuo District is committed to build the Suzhou River Cultural Corridor. Its basic concept is to find out the cultural remains, such as old factor
10、ies, old architectures, etc. along the bank of Suzhou River in order to reshow the national industrial developing trace and protect the cultural stem of Suzhou River.五千年的中華文明給我們留下了極為豐富的歷史文化遺產(chǎn)資源如何很好地利用這些資源,使其為構(gòu)建和諧社會(huì)發(fā)揮應(yīng)有的作用,是值得我們探討和研究的問(wèn)題。Five thousand year Chinese culture leaves us abundant of histori
11、cal cultural heritage resources. How to make good use of these resources and enable them to play a role in organizing the harmonious society are the problems we shall discuss and study.小學(xué)的思想品德課程中,除了進(jìn)行系統(tǒng)的思想品德教育外,在相當(dāng)長(zhǎng)的時(shí)期內(nèi),應(yīng)當(dāng)將培養(yǎng)“孝敬父母長(zhǎng)輩”、“講求誠(chéng)信、信譽(yù)”、“不取不義之財(cái)”等內(nèi)容作為重點(diǎn)。In the virtue education course in primar
12、y school, besides the systematic virtue education, we should teach the students the important contents, such as “to respect parents and senior class, to be faithful and honest, dont take the ill-gotten wealth, etc.”物質(zhì)文化遺產(chǎn)資源應(yīng)當(dāng)最大限度地發(fā)揮其作為提高全民族文化素質(zhì)的作用。靠物質(zhì)文化遺產(chǎn)資源建立的國(guó)有博物館應(yīng)當(dāng)禁止繼續(xù)提高門票價(jià)格,而應(yīng)當(dāng)逐步降低門票價(jià)格,到2020年實(shí)現(xiàn)全面
13、小康目標(biāo)時(shí),做到全部免收門票。應(yīng)建立對(duì)熱點(diǎn)文物保護(hù)單位門票收入使用情況進(jìn)行定期審計(jì)和隨機(jī)抽查的制度,杜絕將依靠國(guó)有物質(zhì)文化遺產(chǎn)資源創(chuàng)收的門票變?yōu)閱挝缓筒块T的小金庫(kù)。The resources of cultural heritage should play an extremely important role in improving the citizens qualities. The ticket prices of the national libraries, which depend on the cultural heritage, cannot be raised. Howe
14、ver, the ticket price should be reduced step by step. When we achieve the aims of the better-off life in 2020, the tickets should be free. We should establish the policy of auditing regularly and spot testing randomly the ticket incomes of the hot protected historic sites, and eliminate the private savings of using the ticket incomes of these national cultural heritage resources.清明節(jié)、中秋節(jié)這兩個(gè)弘揚(yáng)中華民族和諧之風(fēng)尚的傳統(tǒng)節(jié)日已為國(guó)家法定節(jié)日。上海政府也應(yīng)當(dāng)有計(jì)劃地扶持當(dāng)?shù)氐挠欣谏鐣?huì)和諧的健康的民俗節(jié)慶活動(dòng)。Tomb-sweeping Day and the Mid Autumn Day, which are two traditional festivals to carry forwa
